Description
NASA/GSFC has a requrement to procure the addition of a support order capability for contract NNG05HY16C with the Assurnce Technology Corporation (ATC) for instrument support for the Space Environment Monitor-2 (SEM-2)Instrument for the MetOP-C mission. NNG05HY16C was awarded on May 5, 2005 with a period of performance that ends on April 30, 2017. NASA is planning to add a support order capability to the SEM-2 support contract for quick reaction support in the dynamic MetOp-C launch environment. This will provide a more timely ATC contractual and technical response to any SEM-2 Instrument technical requirements or issues that may arise in pereparation for the MetOp-C launch. A quick reaction support order capability is required for several reasons including the need to provide real time disposition of SEM issues and problems and not impact or delay the schedule of the international MetOp-C mission. The statutory authority for other than full and open competition is 10 U. S. C. 2304 (c) 1 Only One Responsible Source. NASA/GSFC intends to purchase the items from the Assurance Technology Corporation that is located in Carlisle, MA. ATC has been responsible for supporting the SEM-2 instrurments, Ground Support Equipment (GSE) testing and calibration, bench checkout and repair of equipment for more than 10 years. ATC has personnel in place who are specifically experienced in testing, evaluating, troubleshooting and repairing the SEM-2 instument and GSE. To our knowledge,no other contractor could assemble a team with the knowledge, necessary experience, and insight required to provide this support in a timely fashion to support the MetOp-C schedule. Based upon its past technical experience maintaining the SEM-2 instruments and spporting the SEM-2 Instrurment launch on four satellites, ATC is uniquely qualified to perform the support order work for the SEM-2 instruments. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 30, 2015.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
