Description
Drawings, FTFA 13-9005 Specifications, FTFA 13-9005 Statement of Work, FTFA 13-9005 The Air Force Test Center, Installation Operational Contracting Division, Eglin AFB, FL intends to solicit and award a Firm-Fixed price construction contract for the Repair of the HVAC and interior of Dining Hal Bldg 3017. The NAICS code for this requirement is 238220 (Plumbing, Heating, and Air-Conditioning) and the small business size standard of $14M. Potential offerors should note that certified funds are not currently available for this project and offers should be valid for 60 days after the solicitation closing date. In accordance with FAR Clause 52.232-18 - Availability of Funds, funds are not currently available for this requirement. No award will be made until funds are available to make payments under a contract / task order. The Government reserves the right to cancel this requirement either before or after the receipt of your proposal with no obligation to the offeror by the Government. The Government reserves the right to award or cancel this project, not later than 31 December 2015. The contractors hereby agree to conduct a site visit, prepare (and revise as needed) a proposal, engage in negotiations, and perform such acts as are necessary to prepare this requirement for award without any liability on the part of the Government. Any project design/cost estimates prepared by the contractor(s) on a voluntary basis will be treated as propriety information and will not be used for any purpose outside the scope of this solicitation/contract. This acquisition is a 100% SMALL BUSINESS SET-ASIDE acquisition limited to Small Business firms. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible small business sources may submit an offer that shall be considered by the agency. In general, the work includes General Construction and Renovation/Interior Construction and Renovation including structural, tile work, finishes, mechanical, plumbing, electrical, communications, metal work as shown on the construction documents. This general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the plans and specifications. The work is located at Eglin AFB, FL Okaloosa County. The period of performance will be for 305 calendar days. The estimated magnitude of this construction project to be awarded is between $1,000,000 and $3,000,000. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal RFP will be available on the Federal Government Electronic Posting System www.fedbizopps.gov on or about 16 July 2015. The ESTIMATED PROPOSAL DUE DATE is 17 Aug 2015. No response to this notice is necessary and no Source List will be maintained. All interested contractors are encouraged to register on the Interested Vendors List on the Federal Business Opportunities website. Prospective contractors must be registered in the DOD System for Award Management (SAM) database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for award. IMPORTANT: A temporary base pass request is required for all individuals attending the pre-proposal site visit meeting. An Affidavit and Memorandum must be emailed to the Contract Specialist not later than four (4) workdays (Mon-Fri) PRIOR to the scheduled site visit date, or a contractor's base access will not be obtained. Note that it is advised to submit the Affidavit and Memorandum in advance of the four day minimum, due to possible rejection etc. Please carefully read the attached badge request instructions and Affidavit and Memorandum attached to this notice and send your badge request as soon as possible ‘after' the subject solicitation has been issued. Site Visit attendees will meet contracting and customer personnel at Civil Engineering, Building 634 in the main conference room for a discussion of the project before all parties will depart and drive to Duke Field, Bldg 3017 site visit. The actual solicitation will confirm the site visit date/time.
