Document Type: Presolicitation Notice Solicitation Number: N02CO52618-78 Posted Date: 6/16/2015 Response Date: 7/1/2015 Classification Code: 6640 NAICS Code: 334516 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E140, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Center for Cancer Research (CCR), Ried Laboratory plans to procure on a sole source basis software/hardware to update a CytoLabView Hyperspectral System V3.0 from Applied Spectral Imaging, Inc., 5315 Avenida Encinas, Suite 150, Carlsbad, CA 92008. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The delivery shall be 60 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The requested acquisition is an upgrade of an existing Spectral karyotyping (SKY) system. Spectral karyotyping (SKY) is a laboratory technique that allows scientists to visualize all of the human chromosomes at one time by "painting" each pair of chromosomes in a different fluorescent color. Applied Spectral Imaging, Inc. (ASI) developed a unique device for this technique, the spectral head which acts as a spectral interferometer. ASI is the only company that uses this kind of device and technique to discern combinatorial labeling of chromosomal painting probe cocktails enabling scientists to visualize all chromosomes in different fluorescent colors. The Ried lab has been using an ASI SKY system since the invention of SKY and the current system (CytoLabView Hyperspectral System - V3.0, serial number DM230039) is now in urgent need of an upgrade since the current software/hardware is slow and frequently breaks down and cannot be repaired since it is outdated and not supported any more. The current software and parts of the /hardware would be replaced with the GenASIs Hyperspectral System. As explained above, since the ASI SKY system is a unique instrument, only ASI can provide the necessary SKY software update and make the current SKY hardware functional with the update. The list of items required is as follows: -GenASIs Hyperpectral HiSky Analysis system, including: 1.HiSKY Multicolor Karyotyping Analysis. 2.Software License for GenASIs Review & Analysis Platform. Inclusive of BandView and FISHView Software. -GenASIs Network Software License. -ASI Installation & Training. -GenASIs Hyperspectral System Upgrade with Computer. 1.HyperSpectral Hardware Upgrade Package to GenASIs incl. latest Computer, cards, cables with GIGE adapter for camera and Optical head. 2.Upgrade of SKY to GenASIs HISKY Single User Software License. 3.GenASIs Standard Server component consists of dedicated large volume HDD for online data storage and software package. -F/C SKY LEICA DM. Items shall be delivered to: NIH, NCI 9 Memorial Drive, Building 50 Bethesda, MD 20892 This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 7 AM ET, on July 1, 2015. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
