- THIS IS A SOURCES SOUGHT NOTICE REPRESENTING MARKET RESEARCH ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS, INVITATION FOR BIDS, OR REQUEST FOR PROPOSALS. NO CONTRACT AWARD WILL RESULT FROM THIS SOURCES SOUGHT NOTICE. The National Institutes of Health is conducting market research to determine the availability of small businesses capable of fulfilling the requirement for Kitchen and Food Service Equipment Maintenance Repair Services. The contractor shall provide all management, tools, equipment and labor necessary to maintain and repair government owned kitchen and food service equipment at the National Institute of Environmental Health Sciences (NIEHS). This includes as needed services such as, preventive and emergency maintenance, repair, inspection, and relocation of kitchen equipment, hood system cleaning/inspection and grease trap maintenance as required. All actions shall be taken so all maintenance and repairs are done in accordance with the North Carolina Food Code (Reference for 15A NCAC 18A.2600 Rules Governing the Food Protection and Sanitation of Food Establishments) http://www.ncdhhs.gov/aging/food/NC_Food_Code_Manual_2009.pdf. All work will be performed at the National Institute of Environmental Health Sciences (NIEHS) Research Triangle Park, NC campus. The applicable North American Industry Classification System (NAICS) code for this acquisition is 811310 Food machinery repair and maintenance services. The small business size standard for this code is $7.5 Million. The small business prime contractor will be required to meet the requirements of FAR Clause 52.219-14, Limitations on Subcontracting, in that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Your Capability Statement should demonstrate how you plan to meet this requirement. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: The contractor must include the following in their Capability Statement submittal: (1) The company name, address, phone number/e-mail address for POC at the company, certification of business size, Tax ID number, cage code and DUNS number. (2) Staff expertise and experience along with their availability to perform work on this specific contract. (3) Current in-house capability and capacity to perform the requirements of FAR 52.219-14. (4) Prior completed projects of similar nature. (5) Examples of prior completed Government contracts, references, and other related information, and must be registered in System for Award Management (SAM), formerly known as the Central Contractor Registration (CCR). Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.sam.gov. The Capability Statement is limited to 5 pages in size. Interested vendors capable of furnishing the Government with the services specified in this Sources Sought notice should submit their Capability Statement to the e-mail address below. Capability Statements are due 1 July 2015, at 12:00PM Eastern Time (ET). The Capability Statement must reference Sources Sought Number NIHOF2015068. All responsible sources may submit a Capability Statement. Those Capability Statements received by the date and time identified above will be considered by the agency. Capability Statements must be submitted via e-mail only to Joshua Blow at RTPNIEHSContractin@mail.nih.gov. FAXED OR POSTAL MAILED COPIES WILL NOT BE ACCEPTED.
