- Representations, Certifications and Other Statements Solicitation Package This is a combined synopsis/solicitation for commercial products prepared in accordance with Federal Acquisition Regulation (FAR) 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is also a 100% small business set-aside. The Government reserves the right to award without discussions. The Naval Research Laboratory has a requirement for one or more millimeter-wave receivers with the following specifications. Please quote delivery quantities of one and two. a) Size: 100 cubic inches, max. b) Weight: 8 lbs. max. c) Power Supply: 12VDC at 60 Watts max. d) RF Input Range: 500 MHz to 40 GHz e) RF Input 1: 500 MHz to 26.5 GHz SMA f) RF Input 2: 26.5 GHz to 40 GHz 2.92 mm SMK g) Noise Figure: 19 dB max. h) RF to IF Gain: 15 dB, min. i) Front End RF Attenuation: 0 to 20 dB, min., 10 dB max. step size j) Input 1dB Compression: -15 dBm, min. k) Input Third Order Intercept: -5 dBm, min. l) Input Second Order Intercept: +40 dBm, min. m) Image Rejection: 60 dB, min. n) Single Tone SFDR: 55 dB, min. o) Integrated Phase Noise: 0.75 degree, max., 100 Hz to 100 MHz p) External Reference Input: 10 MHz q) Analog IF Output #1: 1 GHz center, 500 MHz bandwidth r) IF #1 Amplitude Flatness: 4 dB max., over central 80% s) Analog IF Output #2: 160 MHz center, 100 MHz bandwidth t) IF #2 Amplitude Flatness: 3 dB, max., over central 80% u) Tuning Speed: 50 microseconds max. v) Integrated Digitizer: 500 MHz BW at 1.333 Gsps w) ADC ENOB: 9 bits, min. x) Internal User FPGA: Xilinx Zynq 7000 Series y) Interface for Control and User Dataflow: 100/1000 Mbps Ethernet The contractor shall also provide the following software and documentation: a) Windows-based software to operate the receiver via Ethernet. b) Documentation with sufficient detail to allow NRL to write custom software to operate the receiver via Ethernet. c) Documentation which facilitates NRL utilization of the internal user-programmable FPGA. The solicitation number is N00173-15-Q-0333, and it is being issued as a Request for Quotation (RFQ). Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement is being set-aside as a Total Small Business set aside under the North American Industry Classification System Code (NAICS) 334220, with the size standard of 500 employees. Only qualified Offerors may submit responses. Items must be brand name or equal. Detailed specifications are on the SF-18 Request for Quotation (RFQ) attached to this posting. This notice will close on 07/02/2015 at 4:00 p.m. local time, Washington D.C. Earlier submission is acceptable. INSTRUCTIONS FOR PREPARING AND SUBMITTING QUOTATION: 1. Complete attached SF-18, Request for Quotation (RFQ) a) Block 11 (b) - include your DUNS number where indicated b) Block 12, if applicable c) Blocks 13a, 13b, 13c, 13d, 13e, 13f d) Blocks 14 and 15 2. Continuation Sheet - Unit Prices a) State proposed price for each contract line item. In the event the proposal is for a Service; indicate labor categories, number of hours and hourly rates proposed. b) Provide total proposed amount c) List any option items, etc proposed d) Include estimated shipping charge, if applicable e) Indicate estimated delivery time Email the completed SF-18 and pertinent documents to Michelle R. Waters at michelle.waters@nrl.navy.mil. Prior to submitting an offer, Offerors must be actively registered in System for Award Management (SAM) per FAR 52.204-99, System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the Offeror acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. To be eligible for award, prospective Offerors must be registered in SAM under the appropriate business category and NAICS code. In addition, unless available via SAM (i.e. www.sam.gov). Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items.
