- DEPARTMENT OF HOMELAND SECURITY UNITED STATES COAST GUARD AIR STATION DETROIT SPECIFICATION FOR INSTALLATION OF RAIL STORAGE SYSTEM AT USCG AIR STATION, DETROIT, MI 5/11/2015 COMMANDING OFFICER UNITED STATES COAST GUARD AIR STATION DETROIT SELFRIDGE ANGB, MI 48045 AUTHOR: ASTC OTT   1.0 WORK COVERED BY CONTRACT: The contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to perform the work as described herein. All work shall be conducted per this scope of work and all applicable Federal, State, and local laws, regulations, codes and directives. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Ancillary work items not listed below, though necessary to attain the completed project, shall be included in the contract. 1.1 GENERAL: Electrical power, water, and sanitary facilities are available at the site. Use of electrical power is limited to tools that can operate on 120V AC/60Hertz, single phase. The Contractor is responsible for the cost of connection to all utilities and the cost to restore all utility connections to a condition equal or better than pre-construction conditions. 1.2 REFERENCES: The publications listed below form a part of the specification to the extent referenced. Refer to the latest editions. Codes of Federal Regulations (CFR) 29 CFR 1926 Construction Industry Standards 2.0 SCOPE OF WORK: Install a storage system that is movable and can be locked for a space that is L23' 9 5/8" x W15' 10 ½" x H77' ¾". The system shall contain 10 movable units. Movement of each unit shall be conducted manually from a single point. Each rolling unit will contain 5 sections that provide 5 shelves per section (totaling 25 shelves per unit) while also providing for a 36" aisle. Shelves shall be adjustable up and down at a maximum of 1 ½" increment. Work is located at U.S. Coast Guard Air Station Detroit located at Selfridge Air National Guard Base, MI. Request estimated cost for the following project. 3.0 DETAIL ITEMS OF WORK: 3.1 Install a movable shelving system that can maximize the designated storage area while providing a secure means to house equipment for the room size identified in the scope of work. Shelving units shall be on a level track movable to the left or right and have the ability to be secured. A manual geared mechanism shall be able to move the entire unit/units. A minimum of 36" aisle between the shelving units shall be used when considering the dimensions.. 4.0 INSTALLATION: 4.1 Mechanical and electrical work shall comply with applicable laws, ordinances, rules and regulations including national, state, and local mechanical and electrical codes 4.2 The new storage system shall be installed per manufacturer's written instructions completely. 4.3 Any paint or other areas disturbed during removal and installation of the equipment shall be returned to a condition equal to or better than that before removal. 4.4 The contractor shall test equipment and controls in operation under every condition of operation. Proper operation shall be demonstrated upon completion. 4.5 The contractor shall train station maintenance personnel, on procedures, troubleshooting, and preventive maintenance prior to job completion. 4.6 The cost of materials and labor for this project is not to exceed price cited in the estimate. Any additions to work and incidentals are the responsibility of the contractor or are to be submitted in writing and approved as a separate project at the discretion of Public Works Officer. 5.0 BASE ACCESS: All employees driving on base must have valid drivers license, original vehicle registration and proof of insurance. Submit a list of all employees that need access, to the public works officer for base approval prior to starting work. 6.0 MILITARY REGULATIONS: The Contractor, his employees, and sub contractors shall become familiar with and obey all station regulations. All personnel employed on the project shall keep within the limits of the work and avenues of ingress and egress, and shall not enter any other areas outside the site of work unless required to do so in the performance of their duties. The Contractor's equipment shall be conspicuously marked for identification. There shall be no smoking in any Coast Guard building. Under no circumstances shall any contractor vehicle be permitted on the aircraft ramp area without expressed permission of the Maintenance Officer. 7.0 WORK HOURS: The Contractor shall perform all site work during the normal operational hours of 8:00 AM and 5:00 PM, Monday through Friday, except where authorized by the Public Works Officer. 8.0 CLEANUP OF WORK AREAS: The Contractor shall, on a daily basis, remove and properly dispose of all trash and debris incident to the contract work from the limits of government property, as well as all adjacent affected areas. Remove and transport debris in a manner that will prevent spillage on streets or adjacent areas. Disposal shall be in accordance with Federal, state, and local regulations. Restore work site to a condition comparable or better than originally encountered prior to work commenced. 9.0 PERFORMANCE: All work shall be completed within 7 days of commencement of work and within 30 days of award. 10. CHANGES TO SCOPE: The Coast Guard reserves the right to amend this scope whenever necessary and will do so with immediate notification of the contractor to ensure continuity of work and cost impact. 11. ACCEPTANCE OF WORK: Prior to the acceptance of work by the Coast Guard, the Contractor shall arrange, through the Public Works Officer an inspection of the work site to ensure proper operation, to identify necessary corrective work, and to ensure proper work area cleanup.
