Description
Department of Veterans Affairs VA Law Enforcement Training Center (LETC) Personal Body Armor THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation and there will be no resulting contract/order as a direct result of this RFI. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. BACKGROUND: The Department of Veterans Affairs Law Enforcement Training Center (VA LETC), located in North Little Rock, Arkansas provides professional training for all VA Police Officers. Through its Enterprise Fund activities, LETC also provides training services to other Federal law enforcement agencies. Working under the LETC are four divisions; the Academic Programs Division, Technical Programs Division, Advanced Programs Division and the Training Standards Division VA Police are responsible for the protection of the VA Medical Centers and other facilities such as Outpatient Clinics and Community Based Outpatient Clinics. The primary role of VA Police is to serve as a protective uniformed police force in order to deter and prevent crime, maintain order, and to respond to serious incidents/threats, which may have occurred within the jurisdiction of the Department or its federal assets. PURPOSE: LETC is requesting information on personal concealable/discreet body armor options to be worn by special agents under civilian dress attire i.e. coat or suit. In addition, the ballistic panels must be removable and capable of being used in other vest carriers such as, those worn on indoor or outdoor shooting ranges. It is agreed and understood that responses to this RFI and subsequent testing and evaluation process and documentation are considered to be working documents while they are under consideration are not subject to Public Record laws. Only communication initiated and requested by the LETC is permissible. Any form of communication by any Contractor (or any of its representatives or agents) is prohibited with the LETC staff during this evaluation process and may result in the respondent being removed from testing and evaluation process and further consideration. LETC may request demonstrations of products and services. INTENTIONS: RFI responses must be received no later than June 26, 2015 12 P.M. EST. REVIEW PROCESS: This RFI consist of two-phases. Phase one (Preliminary): Contractors shall complete Attachment A - Prequalification Form and submit sufficient product literature to allow for thorough review of the proposed body armor. Upon receipt of the Prequalification Form, the Government will review the proposed sample to ensure it meets the body armor specifications listed on the Prequalification Form and will provide notice to each submitter indicating whether the proposed body armor sample is acceptable. Phase two (Testing): All respondents selected for phase two will be contacted by Government and provided specific details regarding the dates of the testing and specific shipping instructions for the sample body armor proposed on Attachment A. The costs associated with shipping of the proposed sample body armor shall be borne by the contractor. Each contractor shall acknowledge that (1) the sample is being offered without expectation of payment, and (2) contractor waives any future pay claims against the Government. Submission of a body armor sample in no way guarantees said body armor will be added to the list of approved / authorized body armor or will result in future contract or task order. Each body armor sample provided will be tested in accordance with various qualifications and familiarization courses used by LETC (see attachment B for Sample Test Protocol). All test results are subject to interpretation by the VA Law Enforcement Training Center Director or his designee DUE DATE: Responses to Phase one (Preliminary), shall be submitted by June 26, 2015 12 P.M. EST. RESPONSES: Please send phase one responses to R. Anthony Hall (Richard.hall13@va.gov ) and Billy Cunningham (Billy.Cunningham@va.gov ).The maximum file size limit is 5 MB. QUESTIONS: Any questions should be electronically submitted to R. Anthony Hall (Richard.hall13@va.gov ) and LeShanna Calahan (LeShanna.Calahan@va.gov ) by 1:00 P.M. EST on June 22, 2015. Note: VA may use utilize the information from this RFI to assist with the development of the Agency's solicitation. Contractors shall identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed to nor discussed with any other Contractor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. The Government is not obligated to provide comments to Contractor submissions. The Government will not pay for information solicited and will not recognize or reimburse any costs associated with any RFI submission. Therefore, the Government recommends Contractor submit electronic versions of, or web-links to previously prepared presentations, documentation, white papers and other relevant information. Disclaimer: Responses to this RFI are not offers and cannot be accepted by VA to form a binding contract. VA does not intend to award a contract on the basis of this RFI or to otherwise pay for information solicited. For purposes of this RFI, the term "Contractor" refers to those members of industry providing a response to this RFI.
