- THIS IS NOT A REQUEST FOR PROPOSAL, SOLICITATION, OR INVITATION FOR BID. THIS IS FOR INFORMATIONAL PURPOSES, ONLY. 1 General Description of Work The contractor shall perform the following work under this contract: 1.1 Base Bid Item(s) 1.1.1 Base Bid Item 1 - Splice the 4,160V Line Base Bid Item 2 - Reconnect 480V High Mast Lights 4 Project/Contractual References • EM 385-1-1, 15 Sep 2008, U.S. Army Safety and Health Requirements Manual • National Electrical Code, 2014 • ER 385-1-31 Control of Hazardous Energy • 29 CFR 1926.400 Sub Part K. Electrical • IEEE 404, Standard for Extruded and Laminated Dielectric Shielded Cable Joints Rated 2.5kV to 500kV 5 Detailed Description of Work 5.1 Detailed Description of Work - Base Bid Item(s) All work under this contractor shall be performed in accordance with the 2014th Edition of the National Electrical Code. 5.1.1 Base Bid Item 1 - Splice the 4,160VAC Line Any work requiring an interruption to power must take place between 1800-0600 hours on a single day. The lock must be opened for commercial vessel traffic and power must be restored by 0600. Prior to work beginning, the contractor shall verify there are no other utilities embedded in concrete per Section 2.4 in Attachment #2 of this Statement of Work. An existing temporary splice shall be removed and replaced with a permanent splice in the 4,160VAC delta feeder line serving the Black Rock Lock. The splice is currently exposed and accessible. There is approximately 5 feet of conduit exposed. If the contractor requires further accessibility, the contractor shall demo additional concrete. The existing conduit is approximately 3" below the surface of concrete. The new splices and section of cable shall be compatible with the existing cable: 5 kV, 2 AWG, 3/C, MV-90, 6 AWG 1/C ground wire, armored and shielded cable, 133% EPR insulation, with underground or direct bury rating. As an approximate 12 inches of cable is missing, two (2) splices shall be required with a new section of cable installed between both, and contained within the split conduit detailed below. The splices shall be inline splices approved for use by the manufacturer of the cable described in this paragraph, for use on armored and shielded cable, and meeting the requirements of IEEE 404. Include as a pre-work submittal the proposed splice and cable. The government will approve the submittal prior to work beginning. The contractor shall follow all Lock Out Tag Out (LOTO) requirements prior to commencing work. An electrician with a certification for medium voltage splicing/termination shall be provided as a pre-work submittal. This electrician shall be on-site at all times splicing is taking place. The contractor shall smooth the jagged ends of the existing PVC conduit and install split PVC conduit around the existing damaged conduit. Install nylon zip ties at one (1) foot spacing to secure the split conduit. Include as a pre-work submittal the split conduit and any transition material from the existing conduit. The contractor shall backfill with concrete. After splicing is performed, the USACE and the contractor shall perform a joint inspection of the splice for compliance with NEC and OSHA requirements. 5.1.2 Base Bid Item 2 - Reconnect 480V High Mast Lights As this line item does not impact vessel traffic, work may be completed during regular business hours, 0800-1630. A journeyman electrician possessing a license or certification at a national, state, or local level is required to perform all work under this line item. An existing run of 480V conductors is shorted between two phases due to shifting of the conduit and bypassing of the damaged section is required to bring the high mast lights back online. The contractor shall install three (3) 2 AWG, 1/C, 600VAC, XHHW-2 conductors for the three phases of the 480V high mast lights. The contractor shall install the conduit in the concrete trench which connects the two junction boxes labeled ‘Communications'. The contractor shall finish the existing concrete saw cut to a depth of 8" and trench out the concrete for an approximate trench dimension of 6" W x 8" D x 65' L. There is approximately less than 20 feet to finish saw cutting. The lines are clearly marked. The contractor is required to verify no further utilities are present in the concrete, in accordance with the safety requirements in Attachment #2. The cable shall be spliced to the existing cable in each box, to bypass a damaged section of cable. Install this cable in a 1 1/2" PVC conduit. Also install a second 2" conduit as a spare for future use, including a pull line. The cable shall be reconnected to the first high mast light and also spliced into the remainder of the run using a tap splice. Include as a pre-work submittal the proposed splice materials. Install conduit deep enough for 2" of clear cover. The contractor shall backfill with concrete.
