Description
THIS REQUEST FOR INFORMATION (RFI) NOTICE IS NOT A REQUEST FOR PROPOSAL. THIS RFI IS FOR FEEDBACK COMMENTS, QUESTIONS AND CAPABILITIES STATEMENTS. No special format is required. Capabilities statements are limited to 3 pages, not including the cover page. Capabilities statement are due by 23rd June, 2015 by 11:59 pm. This notice is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The comments, questions and the capabilities statements should be sent to the contract specialist with cc to the contracting officer. Mission Installation Contracting Command - Fort Sam Houston (MICC-FSH) is seeking information on sources to determine capability to support the Fort Hunter Liggett, CA, NEC Land Mobile Radio (LMR) System's current Infrastructure Maintenance & Repair, and Software Subscription Service. This service must provide maintenance repair services on all parts of the infrastructure to include radio repeaters, antennas, servers, routers, switches, and consoles at eight different sites to include the Master site. Included in the Infrastructure Maintenance must be a Network Monitoring/Remote Diagnostic and Restoration Service providing secure event detection, diagnostics, and restoration. Also provided must be on-site and phone support for the NICE voice recording equipment, and yearly preventative maintenance inspections and equipment cleaning. It also must provide a software subscription including Information Assurance Vulnerability Alerts (IAVA) software updates and security patches for Windows, UNIX, Solaris10 and Linux Red Hat Servers as well as antivirus updates for UNIX and Symantec that are pre-tested on an Astro 7.7 system. If a new requirement is awarded; it will be awarded as a firm-fixed price, contract with a one (1) year base period and one (1) year option period. The primary type of work will include maintenance and repair of the Fort Hunter Liggett LMR system under the North American Industry Classification System (NAICS) code 811213 Communication Equipment Repair and Maintenance. The small business size standard for this NAICS is $11.0 Million average annual revenue. This requirement is a follow-on requirement to DAAB07-01-D-H806 Task Order 0381, but for the maintenance service only. The equipment and the services were previously procured using CHESS contract vehicle. The draft of the PWS is attached under quote mark Additional Info quote mark. The government's determination on how to compete the proposed requirement will be based on market research and responses to the notice; and is at the discretion of the Contracting Officer. Since the current capabilities of industry, to include large and small businesses must be confirmed, all eligible large and small businesses are encouraged to respond.
