Issue Date: June 16, 2015 Response Date: June 25, 2015 Solicitation Number: The Department of Veterans Affairs Central Office (VACO) intends to negotiate with William S. Hein & Co., Inc., to provide online access for Office of General Counsel (OGC) attorneys for a base year with four one-year options. The proposed action is for 24 hours 7 days a week on-line legal research access to the following resources for OGC attorneys. oFederal Register - coverage from 1934-Present oLaw Review - coverage 1890-Present oStatutes at Large - coverage 1789-Present oLegislative History - coverage is varied oUnited States Code - 1938 to present oCode of Federal Regulations 1935 to present oAmerica Law Institute Library - Restatements of the law oState Statutes - Historic Archive oU.S. Attorney General & Dept. of Justice Collection - includes opinions of the Office of Legal Counsel oU.S. Congressional Documents Library - Congressional Record (permanent and daily) with coverage in three predecessor volumes going back to 1789 oU.S. Federal Agency Documents - 1935 to present This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
