- Naval Facilities Engineering Command (NAVFAC) Atlantic intends to award a modification to contract N62470-12-D-2014 for a one time increase to the current contract ceiling, from $15M to $20.5M. This contract is an Indefinite Delivery / Indefinite Quantity (IDIQ) contract providing A and E services for preparation of Navy and Marine Corps Basic Facility Requirements (BFRs) and Asset Evaluations (AEs). The location and scope of work varies by task order. Due to the unanticipated high demand for these types of services, an unforeseen additional $5,487,000 increase in FY15 is needed. The intent of this action is to increase the contract ceiling in order to meet planned, time sensitive critical high demand requirements in a timely manner. This will renable the Government to meet its immediate needs without delays and without compromising its mission. This A and E contract was competitively awarded on 25 July 2013 under a 100% Small Business Set Aside to the small business, Reid Planning, Inc., 411 Camino Del Rio S Ste 300 San Diego, CA 92108-3551. The contract included one base year and four option years, with a contract ceiling of $15M and a maximum period of performance of 26 September 2012 through 25 September 2017. The capacity was established prior to the award of the contract based on (1) analysis of the type of work required, (2) anticipated workload, (3) effects on competition, and (4) historical A and E contract data. However, due to the unanticipated increase in the need for asset evaluations in support of Financial Improvement Audit Readiness (FIAR), and based on independent estimates and evaluation of historical pricing provided to the contracting office, the task orders needed to meet FIAR requirements will exceed the contract ceiling of $15M. The A and E contract ceiling will be exceeded prior to the expiration of the current performance period, 25 September 2015. To date, seventeen (17) task orders have been executed. If the capacity increase is not approved, there will be a lapse in mission critical A and E work. The main projects to be awarded under this contract are for Asset Evaluations in support of FIAR for Camp Lejeune, Quantico, and the Undersea Enterprise and Surface Warfare Enterprise. It is, therefore, in the best interest of the Government to minimize project funding risks by increasing the existing A and E ceiling 37% (or $5,487,000.00) so that the agency can execute the remaining A and E work required. The basic contract Scope of Work remains unchanged The Government will post the approved justification. Any inquiries may be directed to Amber Forehand-Hughes at amber.forehand@navy.mil. This notice of intent is NOT a request for competitive proposals. Interested sources may identify their interest and capability to respond to the requirement within 15 days after the publication date of this notice of contract action. All information received within the 15 days will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
