- In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the FAA's decision to contract on a single source basis for research and development to be conducted by a FAA designated Test Site on subjects including operational capabilities of unmanned aircraft systems (UAS) and related procedures to be used in the promulgation of rules and regulations for the integration of UAS into the national airspace system (NAS). The supplies/services anticipated under this procurement are further described in the FAA's single source justification issued on May 18, 2015. In 2012 Congress passed the FAA Modernization and Reform Act of 2012, PL-112-95 (FMRA) and directed the FAA to take a series of actions to accelerate the integration of UAS into the NAS to include establishing a program for the integration of UAS at six unique Test Ranges (aka Test Sites). Section 332 (c) of the FMRA directed that in selecting the Test Sites the FAA Administrator should consider geographic and climatic diversity, consider the location of ground infrastructure and research needs; and consult with the National Aeronautics and Space Administration (NASA) as well as the Department of Defense (DOD). After conducting a market survey and competition, the FAA Administrator selected the following six test sites based on the unique characteristics they offered for UAS testing: University of Alaska North Dakota Department of Commerce State of Nevada Griffiss International Airport Texas A&M “ Corpus Christi for the State of Texas Virginia Polytechnic Institute and State University In furtherance of executing its Congressional mandate under the FMRA, the FAA is awarding this procurement exclusively to the six test sites in order to fully utilize the capabilities for which they were selected and aid in the expeditious integration of UAS operations into the NAS. The Test Site Operators will provide various services pursuant to individual Master Agreements (MA) from which task orders may be issued. These services include planning and conducting public awareness meetings, as well as conducting research and operational experiences to support agency efforts to develop regulations, processes and other guidance for operation and certification (airframe and pilot), of UAS in the NAS. Research focus may include detect and avoid, control and communications, lost link procedures, air traffic control procedures, traffic management, environmental impacts, and spectrum requirements and impacts. The MA award is anticipated to have a period of performance of date of award through 13 February 2017. This announcement is for informational purposes only, and the FAA is not seeking or accepting unsolicited proposals.
