Description
Dialysis Electronic Medical Record (EMR) Request for Information (RFI) Introduction This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet VA's requirements for an enterprise dialysis EMR, preferably leveraging Commercial Off-The-Shelf (COTS) products. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Department of Veterans Affairs (VA) is in the process of establishing a national contract for a dialysis EMR that would standardize and automate data capture and reporting among VA's 71 dialysis facilities (see link below for listing of VA dialysis facilities). Please provide responses to the questions below, and provide any additional comments or information to clearly identify the capabilities of your dialysis EMR system. Partial responses are acceptable, but the Government is seeking as much information as possible during this market research activity. Please note this RFI is supporting a national procurement effort and is separate from RFIs and RFPs previously issued by local VA facilities. http://www.va.gov/health/services/renal/dialysis.asp Questions: 1.General Company Information a.Company Name b.CAGE/DUNS Number under which the company is registered in SAM/VetBiz.gov c.Company Address d.Point of contact name e.Telephone number f.Email address 2.Are you a small or large business under NAICS 541519 (150 Employees)? If you believe there is a more appropriate NAICS code, please provide that to the Government with your rationale. 3.If a small business, what type of small business are you? 4.Do you anticipate proposing as a prime contractor? Will you be using subcontractors with this effort? 5.Describe your company's dialysis EMR capabilities and technical aspects. 6.Identify the dialysis machines and models with which the dialysis EMR interfaces. For each, indicate whether the dialysis EMR directly interfaces with the machine. If not, identify hardware/software needed for interface. Describe data concentrator requirements (if applicable). 7.Identify the number of dialysis machines and patients the dialysis EMR supports. For example, if a dialysis facility has 16 dialysis machines, would the facility purchase one dialysis EMR or multiple EMRs? Describe software licensing, renewal options, and hardware requirements. 8.Identify the data the dialysis EMR automatically captures and the data source. 9.Identify the data that must be manually inputted into the dialysis EMR. 10.Are there limitations to storage of dialysis treatment history within the dialysis EMR? 11.Identify indicators that are automatically calculated by the dialysis EMR and the methodology used (i.e. Kt/V, etc). 12.Does the dialysis EMR have the ability to communicate to and from VA's electronic medical record (see link below)? Note: VISTA is the VA's EMR. Describe how the dialysis EMR will transmit (identify specific protocol and version used) the following data: treatment records (from the dialysis EMR to the VA EMR), medication data (bi-directional), and laboratory data (from VA laboratory package to dialysis EMR). Illustrate with Use Cases. http://www.va.gov/vdl/section.asp?secid=1 13.Has the dialysis EMR been used at VA facilities before? If so, identify location and describe use. If known, provide contract number, cost for system, training, and technical support provided. 14.Does the dialysis EMR have the capability of electronically reporting data to CROWNWeb? If so, enumerate protocols used. 15.Does the dialysis EMR have the ability to generate standard and/or customizable quality and safety management reports (including summary data and graphs)? If so, describe. 16.Does the dialysis EMR have the ability to generate ad hoc reports? If so, describe and identify standard output. 17.Does the dialysis EMR have wireless capability in accordance with FIPS 140-2? 18.Does the dialysis EMR have bar code scanning capability in accordance with FIPS 140-2? 19.Describe available installation support and procedures. Identify minimal hardware and software requirements for a basic installation. 20.Describe available training for the dialysis EMR. What is the recommended method for this training and duration based on industry best practices? For example, classroom, web based training, etc. 21.Describe available technical support. What is the recommended technical support based on your historical data and industry best practices? For example, on site, 24/7 call desk, etc. What is the anticipated duration of support for the dialysis EMR? Identify plan for transitioning to future EMR versions (if applicable). 22.Provide a Rough Order of Magnitude to install, configure, and sustain an EMR within VA's 71 facilities. Please provide a ROM (unit cost) and separately identify costs for: licenses, installation, training, and technical support. Note: The dialysis EMR must be installed behind the VA firewall. 23.Provide technical and functional comments/recommendations that may contribute to a more accurate statement of work and efficient, cost effective effort. 24.Is the dialysis EMR compliant with Section 508 requirements (see below link)? http://www.section508.va.gov/ 25.Is the dialysis EMR compliant with all security and privacy control requirements for federal information systems as listed below? You do not need to address each document separately. Please identify the areas or documents your product is non-compliant with.
