- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a Cost Plus Fixed Fee contract modification, N00178-05-D-4203-4Y01, on a non-competitive basis with Aviation Systems Engineering Company, Inc (ASEC) 21801 N. Shangri-La Drive, Suite F, Lexington Park, MD 20653-5502 for the procurement of technical and engineering support services in order to continue support for the U.S. Navy maritime patrol program, P-8A Poseidon program. The U. S. Navy faces emerging threats and is developing new operational requirements to provide improved Intelligence, Surveillance, Reconnaissance and Tracking (ISR&T) capabilities for the Maritime Patrol. As a minimum this includes improvements to Acoustics Intelligence (ACINT), Imagery Intelligence (IMINT), and Electromagnetic Intelligence (ELINT) capabilities, along with improved weapon systems, communications networks, and Information Assurance (IA) capabilities. NAWCAD has identified the effort to bridge current technical and engineering support until a competitive contract is awarded in order to avoid a break in service from the current contract. A gap in support would reduce resources (personnel) in multiple areas and negative impacts in these areas threaten delays in aircraft production schedules, and system and software development efforts, affecting aircraft and capability release to the Fleet, ultimately undermining MPRA response and mission capability.. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
