- NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Sitka Sound Science Center under this notice ABL-15196. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Alaska region's marine and anadromous resources. This award is for the services to provide highly skilled analytical chemistry, data analysis, and modeling services in support of the range of different projects specified above, by a scientist capable of performing a wide range of biochemical chemical sample assays, and who will aid in manuscript writing after chemical and data analyses of all samples are complete. Tasks under this contract include sample processing in the analytical chemistry laboratory to transesterify marine lipids in preparation for fatty acid analysis, isolate nucleic acids (RNA and DNA) and obtain RNA/DNA ratios from fish muscle plug samples, analyze proximate composition of whole-body homogenized marine tissues, and extract and analyze thiamine and thiaminase levels in fish tissues. Additionally, the contractor will aid in data analysis, manuscript preparation and writing (incorporating the above generated data) intended for publication in scientific journals. All tasks will use protocols specifically designed at the Auke Bay Laboratory in connection with the Sitka Sound Science Center. Period of Performance: Base and two small options not to exceed March 2017. For this requirement, Sitka Sound Science Center is considered the only responsible source and no other supplies or services will satisfy agency requirements. This is not a request for proposal or solicitation; however, interested parties may identify their interest and capability by submitting data that demonstrates the ability to meet the technical requirements. Any firm that believes it can meet this requirement may provide written notification with sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements to the Contract Specialist within fifteen (15) days after date of publication of this synopsis. Offerors should include a description of significant collaboration or subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This award will be issued with no Set-Aside.
