- This is a SSC Pacific combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes only the solicitation. This is a Total Small Business Set Aside (FAR 52.219-6). Only quotes submitted by Small Business Concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a Small Business will not be considered for award. Competitive quotes are being requested under N66001-15-T-0175. This requirement is set-aside for small businesses, NAICS code is 541330 and the size standard is $15 Million. "Quotes will be Evaluated on an All or None Basis." SSC Pacific provides systems engineering, development, integration, test, and life-cycle support for the Customs and Border Patrol Maritime Detection Project. As part of that effort, SSC Pacific is responsible for installing and testing this system in the Buffalo, New York area. This is a performance based service acquisition to provide engineering services to support the Maritime Detection Project (MDP). The contractor shall install radar and microwave mounts and antennas at three sites in the Buffalo, New York area on three towers (BUN-010, BUN-011, and BUN-013). The contractor shall: Fabricate, integrate, assemble, and install mechanical hardware required in the development, test, and deployment of maritime and littoral area surveillance, and autonomous and non-autonomous systems and subsystems. 3.1 SITE 1 INSTALLATION (BUN-010) 3.1.1 Description. The contractor shall lift and install two microwave antennas and mounts at 23', and 60' above ground level, respectively, on an 80' monopole tower. The components to be installed may weigh up to 500 lbs. Contractor personnel (Riggers) shall effect the safe handling of payloads and attach them to the tower under the supervision of government personnel. The contractor shall assist government and vendor personnel in the alignment of the microwave antennas. The contractor shall install and connect coaxial cable on the microwave antennas and route them down the tower to the equipment shelter at the base of the tower. The contractor may be required to transport the Government furnished equipment from the Government storage site (Buffalo Sector) to the installation site. 3.2 SITE 2 INSTALLATION (BUN-011) 3.2.1 Description. The contractor shall lift and install radar components to a 173' tower platform. The contractor shall lift and install a radar antenna and components to a 180' tower platform. The contractor shall lift and install four microwave antennas and mounts at 70', 105', 130', 155' above ground level, respectively, to the tower. The components to be installed may weigh up to 500 lbs. The X-band radar antenna is 21' in length (not a dish). Contractor personnel (Riggers) shall effect the safe handling of payloads and attach them to the tower under the supervision of government personnel. The contractor shall assist government and vendor personnel in the alignment of the microwave antennas. The contractor shall install and connect coaxial cable on the microwave antennas and route them down the tower to the equipment shelter at the base of the tower. The contractor may be required to transport Government furnished equipment from the Government storage site (Buffalo Sector) to the installation site. 3.3 SITE 3 INSTALLATION (BUN-013) 3.3.1 Description.
