Description
The U.S. Agency for International Development (USAID) intends to execute a Class Justification & Approval for Sole Source and Limited Competition (Class J&A) to implement a Security Standardization Plan. This Class J&A will allow for the purchase of specialized security equipment and/or materials. USAID is mandated through a Memorandum of Understanding between Department of State and USAID, Office of Security that all security equipment implemented by USAID be approved by the Department of State. The proposed Class J&A will be executed under the authority contained in Federal Acquisition Regulation (FAR) 6.302-1(b)(4). This authority provides for an exception to competition "[w]hen the agency head has determined in accordance with the agency's standardization program that only specified makes and models of technical equipment and parts will satisfy the agency's needs for additional units or replacement items, and only one source is available." The proposed approval of this J&A under the aforementioned authority will allow USAID to comply with Department of State security standards and will allow the Agency to continue security operations at USAID operating locations worldwide. Due to the sensitive nature of the standardization plan, this plan is not available to the public. USAID requires that all security equipment procured must be approved by the Department of State through their testing, inspection, and certification process. With approval of this J&A, USAID intends to procure security equipment through this security standardization plan. Nonetheless, all responsible sources may submit a capability statement no later than June 25, 2015 and it will be considered by the Contracting Officer. Vendors will be required to show Department of State approval for all security equipment in their statement. Information received shall be considered solely for the purpose of market research. This notice does not obligate the Government to award a contract; nor does it restrict the Government's ultimate approach.
