Description
Introductory Paragraph: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) Availability of competition; (2) Their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition; (3) The availability and capability of qualified business concerns; and; (4) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a sole source is necessary. Background: The National Institute of Environmental Health Sciences (NIEHS), located in the Research Triangle Park, North Carolina, is one of the 27 Institutes and Centers composing the National Institutes of Health (NIH). The NIEHS is home to the Laboratory of Structural Biology (LSB). The mission of the LSB is to provide insights into biological processes that modulate the effects of environmental exposures on human health. LSB investigates the relationship between the atomic level structures of macromolecules and their biochemical properties, their abilities to interact with substrates and other molecules including those of environmental concern, and their functions in vivo. The equipment currently under maintenance and repair has been covered continuously following the expiration of their manufacturer warranties. The instruments are therefore considered to be optimum mechanical operating order with performance that is in accordance with the manufacturer's design specifications. Purpose and Objective: The purpose of this procurement is for the maintenance and repair service on two (2) existing mass spectrometers manufactured by the Waters Corporation. Waters Corporation is the original manufacturer of the QT of Premier with an integrated Waters UPLC LC system and a Waters QT of Ultima Global instrumentation and only known firm that has the diagnostic equipment, OEM parts, and trained engineers to maintain and repair these instruments. The contractor shall provide all labor, materials and equipment to provide preventive maintenance and repairs for government owned Waters Q-T of Global and Q-T of Premier Mass Spectrometry instrumentation. The contractor shall provide: 1. Two (2) preventative maintenance inspections during the contract period. 2. Emergency repair services on unlimited basis during the term of this contract. 3. All required replacement parts, with the exception of consumable parts to include batteries. Parts shall be new or remanufactured to original equipment specifications. 4. Software service in accordance with the manufacture's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of operating systems. Personnel shall be trained and experience in servicing this type of equipment covered by the contract. All primary service personnel shall have at least on backup support who shall have at least the same level of expertise on the equipment covered by this contract. Anticipated Period of Performance: The Government anticipates a one-year (12 month) base contract with four (4) one year option periods. The anticipated period of performance is scheduled to begin on October 1, 2015. The intended procurement will be classified under the North American Industry Classification System applicable (NAICS) code 811219, Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5. Anticipated Contract Type: The anticipated contract type will be a firm-fixed hybrid firm fixed price and labor hour price contract type. Capability Statement/Information Sought: All interested businesses are invited to submit their capability statement electronically of not more than 20 pages (not including past performance information). The capability statement should be tailored to this notice and specifically address the company's capabilities to provide the services outlined above and the company's experience. Capability statements should include the following information: - Company name and address; - Examples of prior completed Government contracts, references, and other related information; - Respondents' DUNS number, point of contact, size and type of business and NAICS code; - Do you have a GSA contract that could be utilized for these services? If yes, please provide the contract number and point of contact information. All questions must be sent in writing via e-mail and received before the due date for response. Respondents will not be notified of the results of the evaluation. Capability Statements will not be returned. Firms are advised that this notice is not a Request for Proposals (RFP). The notice shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract on the basis of this notice or responses thereto. No reimbursement will be made for any costs associated with providing information in response to this notice. Responses to this notice will not serve as a proposal, bid, or offer, and will not be used by the Government to form a binding contract. The sole purpose of this notice is to assess the capabilities and interests of business concerns in performing these services so that a determination can be made on whether or not this requirement will be sole Source. Once that determination has been made, a pre-solicitation or solicitation notice will be posted. Responses must be received June 18, 2015, no later than 3:00 PM (Eastern Standard Time), via email to Brian D. Moyer at moyerbr@niehs.nih.gov and Uche Washington at uche.washington@nih.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish their capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice.
