Description
Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E626, Bethesda, MD 20892, UNITED STATES. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) Laboratory of Pathology (LP) intends to procure the Brand name or equal Andor Du Ixon Camera. This is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC52594-24 includes all applicable provisions and clauses in effect through FAR FAC 2005-82 (May 2015) simplified procedures for commercial items. This acquisition is a 100% small business set-aside. The North American Industry Classification System code is 333314 and the standard business size is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. I. Description of Requirement The Systems Biology section performs research focused on understanding the expression of a variety of genes and proteins in numerous cancer cell types under a various perturbations, including cancerous-causing mutations, chemical and environmental stresses, and chemotherapeutic agents. Studies in this area often require the Laboratory of Pathology (LP) perform basic research on the regulation of stress responses in mammalian (primarily human tumor) cells. As part of this research, it is required that the NCI analyze the dynamical expression patterns and activity of important transcription factors in response to various radiological, chemical, and genetic stresses. To this end, the NCI requires extensive use of an accurate imaging camera for precise and quantitative analysis of single cell protein expression. The Andor iXon Ultra 888 EMCCD will be used on a Nikon Ti Inverted Fluorescent microscope • The NCI will require full onsite system integration • Dimensions must be 5.42 x 5.78 x 6.85 inches • Active pixels to be 1024 x 1024, pixel size to be 13 x 13um, image area pixel well depth to be 80,000e-, max. readout rate to be 10MHz), frame rate to be 8.7 - 4205fps, and read noise to be <1e- with EM gain • All camera acquisition parameters and advanced camera settings be setup during install and set appropriately for the types of experiments the NCI will be doing (long-term time-lapse fluorescent live cell microscopy) • Require a C-Mount / ISO Adapter • Require an upgrade of the NIS-Elements imaging software that is currently running on our microscope system. • Training of the camera's use as well as installing the camera and any additional software that it might need (including Nikon Elements software upgrades) onto the government owned existing Windows 7 PC • The camera must work seamlessly with the Nikon Ti Elements Software • All additional hardware and service needed for this camera's function must be quoted including digital adaptor C-mount mounting hardware and/or additional mounting hardware, power cords and instrument cables. • Onsite (NIH Bethesda Campus) technical support to be easily accessible in the event of troubleshooting or malfunction II. Delivery: Contractor shall deliver the item within 30 days after award to: NIH/NCI Bethesda, Maryland 20892. The contractor that receives the award will be provided with the complete mailing address and point of contact. Upon delivery, contractor must notify the NCI Contracting Officer Representative (COR) to schedule installation date and time. III. Installation: Contractor shall install the equipment (new) and have ready to use within seven (7) days after delivery and acceptance. IV. Payment: Payment shall be made after delivery, installation, and successful operation of equipment. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. QUOTATIONS ARE DUE: June 22, 2015 at 10AM EST. PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. 52.212-1 Instruction to Offerors Commercial Items (APR 2014); 52.212-2 Evaluation Commercial Items (OCT 2014): The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quote. The Government reserves the right to make an award without discussions.
