- BAA Number: W15P7T-13-R-A424 Topic Number: S0805 Title: Advanced Technologies in Network Operations on the Battlefield Division: Tactical Communications Division (TCD) formerly known as Communications Network & Networking Technical Contact: Rick Dunnegan, 443-395-5608 THIS IS A CALL FOR WHITE PAPERS AND NOT A SOLICITATION. The US Army Research, Development and Engineering Command (RDECOM), Communications Electronics Research, Development and Engineering Center (CERDEC) is requesting information from companies that have design/development experience in design and/or manufacture of high throughput non-satellite dependent long haul digital data transmissions beyond line of sight system. The Government wishes to determine potential sources for the development of an affordable, efficient and reliable system to provide coherent data transmission and recovery, operating at C, X, Ku or Ka bands. INTRODUCTION: A new development system requires coherent processing a high volume of data for transmission beyond line of sight without the utilization of aerial or space based platforms with a common L-band intermediate frequency (IF) interface. A recovery process, complimentary to the processing on the transmission side, will be present on the receiving side to recover the data error free. The key performance parameter requirements include exceeding 115 Miles (185 Km) in distance and capable of exceeding 50 mega-bits per second (Mbps) of data throughput without any intermediate platform dependencies such as aerostats or satellites. The Government is requesting information from Industry to aid in determining the maturity of key technologies to meet these requirements. Key technologies of interests include but not limited to; waveform, antenna and RF technologies. It is understood that novel or alternative approaches to the problem may be needed to meet the desired objectives. This information will assist the Government in formulating an acquisition strategy and associated timeline for development of a future program. The Government plans to start development of the new system in FY16, with a demonstration in FY17. SCOPE: The purpose of this Call For White Papers is to gather information to support a possible Request for Proposal (RFP) release for a high throughput non-satellite dependent digital data transmissions beyond line of sight system, and to determine Industry interest in participating in this effort. The Government will use the information gathered in response to this Call for White Papers to gain an understanding of potential approaches to meet the requirements of this system. We seek to understand the current state of development that companies have achieved in coherent high throughput non-satellite dependent long haul digital data transmissions beyond line of sight system, as well as various alternative innovative and creative solutions, and how these might apply to the Government effort to achieve an affordable, efficient, and reliable high throughput terrestrial digital data transmissions beyond line of sight system. DATA SUBMISSION REQUIREMENTS: Key areas of interest for the TBS are numerically listed without relevance to priority. Please address as many of the following items as possible in your Information package: 1. Statement of interest, either as a Prime- or a Sub-contractor/partner/team member. 2. Description of qualification: Demonstrated Products, Projects, Applicable experience. State whether your current experience is in design, development or both. 3. Description of existing or planned data TBS systems: - Channel capacity - Channel data rates - Processing speed - Size, weight, and power requirements - Programmable flexibility 4.Data framing schemes and methods for disassembly and reassembly while maintaining data integrity with minimum overhead. 5.Input / Output channel interface connector considerations. 6.Device clocking considerations. 7. Risks and risk mitigation strategies. 8. Anticipated time to deliver a working prototype/production unit. 9. Costs: Methods for setting and achieving realistic cost objectives. Cite capabilities/ components that are expected to be the major contributors to the cost. Cite the estimated cost for the development of a pre-production prototype with Non-Reoccurring Expense (NRE) and production units without NRE. 10. Performance parameters including the following: a. Maximum distance in maintaining any volume of data connectivity b. Maximum throughput at minimal distance. c. Maximum throughput at maximum distance. 11.Maintainability and affordability including warranties, Mean Time To Repair (MTTR), Mean Time Between Failures (MTBF) and Availability of Operations (A (O)). DESIRED CHARACTERISTICS of the TBS include, but should not be limited to: 1.Comprised of two parts; transmitter and receiver. 2.Transmitter will be capable of modulating data and providing a carrier(s) utilizing a common intermediate frequency of L band. Additionally the transmitter must be capable of up-converting to at least one frequency band (C, X, Ku or Ka) and providing effective transmissions beyond line of sight exceeding distances of 115 miles or greater. 3. The receiver shall be capable of receiving data of at least 50 Mbps and greater. 4. Both transmitter and receiver must be as inconspicuousness as possible. 5.The system may incorporate waveform, RF and antenna innovations to meet requirements. 6.The communications shall be resilient to interference as much as possible.
