Description

The Naval Air Warfare Center, Aircraft Division intends to negotiate a Basic Ordering Agreement (BOA) which will support Fixed Price and Cost Plus Fixed Fee requirements with BAE Systems Information and Electronic Systems (IESI) on a Sole Source Basis. The Individual Orders placed under the BOA will be for either engineering, logistics, and program technical support; technical studies and reports; or modification, repair, or limited acquisition of components (such as field change kits) for AN/UPX-37, AN/UPX-41(C), AN/UPX-42(C), and AN/UPX-45(C) Digital Interrogator Sets. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government will consider all responses received within 15 days after the publication of the applicable synopsis. GENERAL INFORMATION: BAE IESI is the sole designer, developer, and manufacturer of the current AN/UPX-37, AN/UPX-41(C), AN/UPX-42(C), and AN/UPX-45(C) Digital Interrogator Sets. and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified for AN/UPX-37, AN/UPX-41(C), AN/UPX-42(C), and AN/UPX-45(C) Digital Interrogator Sets. This announcement constitutes the only public announcement prior to BOA award. Information provided herein is subject to change and in no way binds the Government to solicit for or award a BOA or any future Orders, or to be responsible for any monies expended by any interested parties before award of a contract for the effort described above.
