- DECRIPTION: PROGRAM EXECUTIVE OFFICE (PEO) ENTERPRISE INFORMATION SYSTEMS (EIS)/ PROGRAM MANAGER (PM) DEFENSE COMMUNICATIONS AND ARMY TRANMISSION SYSTEMS (DCATS), PRODUCT DIRECTOR (PD) LAND MOBILE RADIO (LMR) REQUEST FOR INFORMATION (RFI): This RFI is issued pursuant to FAR 15.201(e). Participation in this RFI is voluntary. Participation in this RFI is not required in order to respond to any subseqeunt procurement action ACC RI may take. (A)INTRODUCTION: PD LMR fields LMR solutions that provide for and support National Telecommunications Information Administration (NTIA) narrowband, Association of Public-Safety Communications Officials (APCO) Project 25 (P25) Phase I/II compliant and secured Trunked Land Mobile Radio Systems. PD LMR funds for 100% of the infrastructure of the LMR system plus 100% of First Responder subscriber unit (radio) requirements and ancillary accessories in accordance with (IAW) the Installation Management Command (IMCOM) Basis of Issue Plan (BOIP) and 50% of all non-First Responder subscriber unit (radio) requirements for posts/camps/stations on the annual LMR priority list. (B)BACKGROUND: The PD LMR mission is to manage, acquire, and deliver non-tactical LMR systems used for Public Safety and base operations at Army posts, camps and stations. The subscriber unit (radio) distribution plan, described above, leaves 50% of non-First Responder subscriber unit requirements and all other out-of-cycle (not on the priority list) subscriber unit (radio) requirements to be acquired outside of the PD LMR program. This method leads to inefficient procurement of subscriber units and results in non-First Responder organizations procuring subscriber units which are not 100% interoperable with the LMR systems on each post/camp/station. In an effort to be more efficient and ensure 100% interoperability between procured subcriber units and existing LMR systems, PD LMR is required to provide a contract vehicle to procure non-First Responder and out-of-cycle subscriber units. The resultant contract vehicle will be made available to Army customer LMR requirements and on a limited basis to other Department of Defense (DoD) agencies connecting LMR Systems to Army LMR systems. (C)PURPOSE OF RFI: The purpose of this RFI is to assist PD LMR as it conducts market research of LMR project 25 compliant subscriber unit manufacturers. This RFI provides LMR system manufacturers an opportunity to educate PD LMR on their LMR products/services, innovations and distribution/sales practices that meet or exceed the minimum PD LMR requirements as outlined below. Through this process, PD LMR intends to refine its acquisition strategy and requirements and issue a solicitation. PD LMR intends to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. The scope of the requirement includes subscriber unit hardware and associated services. Hardware includes subscriber units (portables, mobiles and desktops), programming platforms, key variable loaders (KVL), key management facility (KMF), and accessories to include belt clips, holsters, spare batteries, and microphones, etc. Hardware also includes any ancillary equipment such as cables, or antennas required for the installation of mobiles and desktops. Services include programming, installation of mobiles and desktops, training and warranty/maintenance. The Army has completed extensive market research over the last year with regard to implementing a subscriber unit and accessory contract for LMR. This RFI will complete that Market Research in preparation for development of a contract similar to the Army's Computer Hardware Enterprise Software and Solutions Program (CHESS), but for LMR subscriber unit requirements and accessories. The Subscriber Unit Radio and Accessory Conract (SURAC) will have an approved products lists and procurements will be completed as consolidated buys four (4) times per year similar to the Army CHESS contracts. The draft contract strategy is described in detail below. SURAC strategy: The SURAC contract vehicle will be a muitlple award ID/IQ contract vehicle with approved products lists. The contract will be awarded using full and open competition with a period of performance not to exceed five (5) years. The contract will be broken up into one-year ordering periods. Products and services offered will be Firm-Fixed Priced. Contracts and all orders will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptance will be determined by a pre-award test of proposed subscriber units. SURAC concept: The acquisition will be a multi-step advisory LPTA effort. The first step of the acquisition will be the testing of proposed susbcriber unit radios to meet end user requirements as identified in the draft Performance Work Statement (PWS) and develop an approved products list. The Army currrently has seven (7) different LMR systems in operation world-wide. The systems have varying features and functional requirements based on the end user (First Responder vs. non-First Responder). The Government will identify in the Performance Work Statement (PWS) the specific features and functions required for each type of end user subscriber unit. The Government will prepare an interoperability test plan based on the required features and functions of First Responder and non-First Responder end users. The required tests will be based on the APCO P25 tests, as applicable. Each potential Offeror will test proposed subscriber units to meet requirements documented in the SURAC PWS on one or more of the LMR systems in operation world-wide. (The Government will identify which locations will be used for testing.) To participate in Step 1, Offerors will identify subscriber units to be tested for each subscriber unit type identified in the PWS. The Offeror and Government witnesses will run all required tests for the specific subscriber unit types identified. All tests are pass/fail; the unit performs the feature/function or it does not. All subscriber units that pass all tests will be placed on the approved product list for the system version tested and unit type and will move to step 2 of the multi-step advisory source selection. If a unit fails any of the tests it will not be approved and will not move on to step 2. For any units that pass all tests, the Offeror will submit a proposal as a part of step 2. The Government will complete evaluations of proposals and make awards. (D)PLACE OF PERFORMANCE:Continental United States (CONUS) and Outside Continental United States (OCONUS). Any list of contracts that accompanies this answer must be augmented with a presentation that gives the Government an understanding of the complexity and scope of the contract listed. 9.If you answered no to question 7 above, what hardware and/or service identified in the draft PWS can you, as the prime, provide without regard to any teaming arrangements you may tentatively have now or envision having in the future? This detail should consist of your documented past and current experience for each and every hardware and service capability detailed in the draft PWS that you can provide as the prime. Additionally, provide any teaming arrangements you may tentatively now have or envision having in the future that would provide the capabilites of all remaining hardware and service capabilities (those you cannot perform as the prime) in the draft PWS. 10.Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements of the entire SURAC requirement. Offerors are encouraged to identify teams, indicating each team member's size status based upon NAICS code of the work that the team member may be performing. 11.If arrangements identified in question 10 above rely on reseller agreements or partnerships that are limited in nature (e.g. limited to subscriber unit resale only, resale in certain markets or to specific customers, etc.), please provide a description of all limitations of that agreement. 12.Please provide positive or negative feedback regarding the draft PWS such as recommended changes, notes, exceptions, ambiguities, etc. Your response should be limited to no more than 15 pages, font size 12, Times New Roman. Any information used will be on a non-attribution basis. Restrictions that would limit the Government's ability to use the information for these purposes are of limited value to the Government and are discouraged.
