- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-15-SS-0005. The US Army Corps of Engineers, New Orleans District, is conducting market research and this sources sought is for information on capability and availability of potential contractors interested in proposing on a Firm-Fixed Price contract to provide services for the dry-docking and repairs of the Crane Barge 9701. The period of performance is anticipated to be approximately 45 days after delivery of the vessel. The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services to include Certified Small Businesses, HUBZone Certified Small Businesses, Section 8(a) contractors, Service-disabled Veteran-owned Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses and Large Businesses. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 336611 with a small business size standard of 1,000 employees. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions regarding the type of procurement to be utilized. Statements that do not meet all requirements or submitted within the allotted time will not be considered. Electronic submissions will be accepted. The responses to this SOURCES SOUGHT Notice shall be e-mailed to jenifer.m.bordelon@usace.army.mil. Responses must be received no later than 2:00 pm CST, Tuesday, June 30, 2015. The specification includes the following: 1. SCOPE. The services of a contractor to furnish all management, supervision, labor, subcontracting, services of manufacturer's representatives and all facilities, utilities, shore power, equipment, tools, lubricants, fuels, materials and articles (excluding Government-furnished property) required to fully execute the Mandatory and Contracting Officer authorized Optional work items as outlined in the specifications. The bid schedule includes but is not limited to the following items: Drydocking; Gas Freeing and Gas Free Certificate; Ultrasonic Testing; Renewal of Hull Plating, Structurals, and Rubrail (Optional); Welding (Optional); Cleaning and Painting Tanks, Hull Exterior Deck Exterior, Deck Fittings, Superstructure and Interior Painting; Anode Repairs (Optional); Repairs to Sea Chests, Valves and Strainers; and Repairs to the Port Stern Hull. 2. VESSEL DATA INFORMATION. Crane Barge 9701 is a welded steel barge 150'-6 quote mark long, 50'-3 quote mark wide, and 8' deep. The hull is 10' deep at the raised foredeck. The light displacement is 736 long tons. The loaded displacement is 887 long tons. Loaded draft is approximately 4'-6 quote mark, fore and aft. Light draft is 3'-4 quote mark forward and 4'-0 quote mark aft. The crane, crane mats, spuds, portable or movable equipment and material located on the exterior and in the interior of the barge will be removed by the Government prior to delivery to the Contractor. 3. LOCATION. The Contractor's facility shall be located within a 100 mile radius of the U.S. Army Engineer District, New Orleans. Responses are requested with the following information, which shall not exceed a total of 10 (ten) pages. 1. Provide Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. The Business size/classification, Cage Code and/or DUNS # shall be indicated on the first page of the submission. 3. Submit a statement of your current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as this anticipated requirement. 4. Identify if you are a Shipyard and your availability between July 15 - September 15, 2015. If not a shipyard, identify the shipyard that you would be subcontracting to and it's availability. 5. Provide a list of personnel and their qualifications that will be utilized towards fulfilling this requirement. NOTE 1: As prescribed in 52.219-14, Limitations on Subcontracting, contracts that have been set aside for small businesses require that the Small Business, prime contractor, perform at least 50% of the contract labor with its own employees. NOTE 2: Contractors must be registered in the System for Awards Management System (SAM).
