Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award an order under Basic Ordering Agreement (BOA) N00019-11-G-0001 to inspect and test a Harpoon missile that was subjected to Ship Shock testing in order to determine if components were damaged or rendered non-functional by the shock event. A report and photographic documentation of the inspection and testing will be produced and the information will be analyzed by the government in pursuance of a Ship Shock certification. Contract award is anticipated for the fourth quarter of fiscal year 2015. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAVAIR intends to award this effort to The Boeing Company, Inc. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received by the response date will be considered by the Government. The Boeing Company Inc. is the Original Equipment Manufacturer (OEM) for the Harpoon missile and is also the depot for Harpoon. The Boeing Company, Inc. alone has the experience, special skills; proprietary technical documentation; facilities and test equipment required to inspect and test the Harpoon missile. Accordingly, The Boeing Company, Inc. is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought by visiting Boeing's website at: www.boeing.com. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
