- The NAVSUP Fleet Logistics Center Norfolk intends to solicit on a sole source basis the annual subscription renewal of various online databases for EBSCO s Business Source Premier, America History and Life, Academic Search Premier, MLA, PsycINFO, Historical Abstracts, ProQuest s Historical Newspapers New York Times, Literature Online, National Newspapers Core, Chronicle of Higher Education, Columbia International Affairs Index Online, Encyclopedia Britannica Online, McGraw Hill Access Science, and Oxford English Dictionary from Lyrasis, Inc. Atlanta, GA as requested by the United States Naval Academy Nimitz Library for the period of performance 1 July 2015 through 30 June 2016. The online database subscription will be acquired in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.3 Other Than Full and Open Competition, FAR Part 12 - Acquisition of Commercial Items, and FAR 13 Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code for this acquisition is 519130 Internet Publishing and Broadcasting and Web Search Portals, the Size Standard is 500. A complete Request for Quote package will be available for downloading at the NECO Websites: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 16 June 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the Offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 999-227-8220, or via the Internet at https://www.sam.gov/portal/public/SAM/.
