- This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) National Institute of Diabetes, Digestive and Kidney Diseases (NIDDK) is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing services as Repository Specialists for the Division of Kidney, Urologic and Hematologic Diseases (DKUHD). This requirement will be to assist Project Scientists and Project Directors in KUH with the oversight and management of NIDDK Central Repositories. This requirement will be for a Base+ 4 Option Years to assist Project Scientists and Project Directors in KUH with the oversight and management of the NIDDK Central Repositories and with interactions with large-scale clinical studies contributing samples to the Central Repositories. The primary responsibilities of this position include : Support Repository operations - The Contractor personnel shall interact with clinical trial investigators, NIDDK Project Officers and Scientists, and the NIDDK Central Repository contractor personnel to facilitate archiving of samples and data. The Contractor personnel shall be familiar with the operation, procedures and personnel of the three NIDDK Repositories, and with the personnel of the contributing clinical studies in order to provide accurate information to telephone and email inquiries from study groups, potential requesters, Repository and NIDDK personnel. Contractor personnel must be able to forge collegial working relationships with a large number of Repository, study and NIDDK personnel. Interested firms with the capability of providing the required service listed above are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 561320 with a size standard of $12.50. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government¿s requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Three copies of the capability statement must be received at the address identified in this synopsis by June 26, 2015 no later than 12:00 P.M. local time at designated location). Responses by e-mail will be accepted and should be sent to griffinv@mail.nih.gov with solicitation number NIHLM2015514 on the subject line. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
