Description
This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Department of Defense for this requirement. The Defense Logistics Agency (DLA) Aviation, Philadelphia, PA intends to negotiate on a non-competitive basis with The Boeing Company, PO BOX 3707, Seattle, WA 98124-2207 to provide on-site personnel in support of NAVSUP P-8 Logistics Cell (LOGCELL). The LOGCELL will be physically located at NAVSUP, Building 1, 700 Robbins Avenue, Philadelphia, PA 19111-5098. The supplier is expected to provide experienced personnel to perform P-8 Engineering, Supply and Contracts Support activities, and act as interface as needed between Boeing and the logistics support elements within the LOGCELL. The LOGCELL is intended to be the primary operations center for the P-8 Integrated Weapons Support Team (IWST) to manage the entire material pipeline and ensure a high Supply Material Availability (SMA) is achieved at affordable costs. This initiative will provide long term support for thousands of Boeing sole source critical aviation consumable and depot level repair parts for the P-8 weapons systems. The proposed North American Industry Classification Systems (NAICS) code is 336413 which has a corresponding size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. This notice is for information and planning purposes only and does not constitute an RFP or commitment by the Government. The Government intends to procure the above services to support the execution of this initiative under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The period of performance on this procurement will be 12 months from date of award, plus two (2) twelve-month option periods for a total potential period of performance of 36 months from date of award. This Contract is a non-personal services contract as defined in FAR 37.101. It is therefore understood and agreed that the contractor and/or contractor s employees: (1) shall perform the services specified herein as independent contractors, not as employees of the Government; (2) shall be responsible for their own management and administration of work required and bear sole responsibilities for complying with any and all technical, schedule or financial requirements or constraints attendant to performance of this contract; (3) shall be free from supervision or control by any Government employee with respect to the manner or method of performance of services specified; but (4) shall pursuant to the Government s right and obligation to inspect, accept or reject the work, comply with such general direction of the Contracting Officer, or the duly authorized representative of the Contracting Officer as is necessary to ensure accomplishment of the contract requirements. The Boeing Company is uniquely qualified to provide the support services for this requirement. It is in the Governments best interest to issue a new contract with The Boeing Company for execution of required services. Also please describe what small business type or category you represent. Any responses to this PSS should include responses to the following: a) A one page company profile to include Company name, address, point of contact (including telephone number and email address), Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUB Zone, etc.), number of employees, Cage Code, DUNS number, NAICS Code, major products, primary customer base, statement on whether your interest in this sources sought is for the purpose of becoming the prime offeror or to inquire about subcontracting possibilities, and points of contact who are able to discuss the materials submitted. b) A summary of your companys capability and approach to meet the system/component requirements identified in the attachment to this announcement. c) Any other information your company deems necessary to aid the Government in refining its acquisition strategy and assessing your companys capability. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product or capabilities to ensure compatibility with the existing systems. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or that is vague. The responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. The Government reserves the right to reject, in whole or in part, any contractor s input resulting from this PSS.
