Description
This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The purpose of this Request for Information is to determine the companies capable of performing the effort described herein. 1. BACKGROUND: The International Trade Administration (ITA) is an agency in the United States Department of Commerce that promotes exports of nonagricultural United State (U.S.) services and goods, and manages foreign direct investment into the U.S. ITA is organized into three distinct but complementary business units: Global Markets, Industry and Analysis, and Enforcement and Compliance. The Global Markets (GM) unit combines ITA's country and regional experts, overseas and domestic field staff, and specific trade promotion programs to provide U.S. firms with the full suite of country-specific export promotion services and market access advocacy. The United States and Foreign Commercial Service (FCS) is the international arm of Global Markets, and is one of four official U.S. Foreign Affairs Agencies under the Foreign Service Act of 1980. Global Markets has nearly 2,000 employees which include five employee personnel groups including: Foreign Service Officers, General Schedule (GS) employees, Senior Executive Service (SES), Locally Employed Staff (LES), and Schedule-C political appointees. The organization's FSOs are largely assigned to foreign posts, such as U.S. embassies and consulates, to promote the export of U.S. goods and services, defend U.S. commercial interests abroad and attract foreign investment into the U.S. The remainder of the GM's employees is assigned as management in Washington, DC-based headquarters and as international trade specialists the domestic field. All training programs and services are overseen by GM's Chief Learning Officer and its training team which is located within the Talent Cultivation and Development (TC&D) Branch, Office of Foreign Service Human Capital (OFSHC). On April 6, 2015, the Assistant Secretary for Global Markets and Director General of the U.S. and Foreign Commercial Service (US&FCS) announced the creation of a new center for professional development excellence in international business and commercial diplomacy called the Commercial Service Institute (CSI). The CSI and its programs will be managed by the GM Chief Learning Officer and TC&D staff. 2. DESCRIPTION: Global Markets is seeking an academic institution to develop and deliver and International Commercial Diplomacy Training (ICDT) course as part of GM's continuing effort to the build best-in-class workforce planning systems, and service the human capital development needs of its employees, within the U.S. Department of Commerce. In accordance with 5 CFR 410.201 - Responsibilities of the Head of an Agency, (Section 4; amended 2009); Executive Order 11348 -Providing for the Further Training of Government Employees, (Section 303; amended 1978); and 22 USC 4028 -Training for Foreign Service Officers; Global Markets wishes to obtain services for instructional design and delivery of organizational professional development interventions and other training and development programs in compliance with the above regulations. The ICDT course will tailor its curriculum for Global Markets FSOs, SES and GS employees who have been selected by senior management. The ICDT course will be a residential training experience that provides a blend of academic knowledge and practical applications in the field of commercial diplomacy and international business to empower GM employees with the ability to advance international commercial interests both overseas and within the United States. The ICDT course shall identify and address training and professional development resources needed to fulfill Global Market's mission, improve productivity, and enable GM's employees to provide high quality products and services. The ICDT's course design and delivery objectives are to: • Develop a hands-on, interactive curriculum on Commercial Diplomacy, International Business, Trade Negotiations, International Law, Trade Policy, and Executive Leadership; • The course must be a minimum of five days and not longer than 10 days; • Align Contractor determined content to existing FSO/SES/GS employee career competencies • Conduct the training in a residential, team oriented environment in order to create a cadre of professional managers with the expertise to operate in diverse cultures and political systems; and, • Conduct surveys, tests, and evaluations in order to assess the effectiveness of the training and deliver a report to GM containing the results of the assessment and recommendations for improvement for future ICDT endeavors. All training shall be delivered in the Contactor's facility. All lodging and meals for all ICDT participants shall be either at the Contractor's facility or in a three-star (minimum) hotel or residential units located no more than a fifteen minute walk from the training site. 3. INSTRUCTIONS This is a REQUEST FOR INFORMATION. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This RFI is in support of market research being conducted to identify potential capable sources. The Government intends to award a12 month, firm fixed price contract for this effort. Contractors responding to this notice shall submit the following information to Monica Brown, Contracting Officer, at monica.brown@trade.gov Response Date: 4:00 pm on Monday, June 22nd EST by email to Monica Brown, Contracting Officer monica.brown@trade.gov Submission contents: 1. Company Information to include: a. Points of contact, addresses, email addresses, phone numbers b. Identification as a large U.S. business, small U.S. business, or foreign business 2. Summary of related capabilities information based upon the questions listed below. It should be brief and concise. Limit responses to a total page limit of ten (10) 8 ½" x 11" pages. Pages shall be single-spaced and one-sided. Font shall be Times New Roman and no smaller than 10 pt with at least a one-inch margin. Electronic submissions must be in a Microsoft Word compatible format. 3. Past Experience: Provide no more than 3 examples of relevant company experience within the past three (3) years. No more than 3 pages per example. a. Company/division name b. Program/Project Name c. Contracting Agency d. Contract Number e. Type of Contract f. Period of Performance g. Original and Current Contract Value h. Brief description of the contract effort i. Name, address, and telephone number of Government Program Manager/Director, Administrative Contracting Officer, Procuring Contracting Officer 4. Any other information you deem necessary to evaluate your capabilities. The following questions must be answered and elaborated on as part of the package: 1. Describe your company's experience with directly-relevant and extensive experience with developing/designing curriculums for the audience specified. 2. Describe your company's experience with directly-relevant and extensive experience with the required subject matter. 3. Describe your company's available resources. 4. Describe your company's ability to meet the place of performance requirements. 4. PLACE OF PERFORMANCE The contractor's facility as described above. Any information submitted by respondents to this sources sought is strictly voluntary. The Government does not intend to respond to questions concerning this requirement at this time. The Government reserves the right to contact the submitting parties on an as required basis for further clarification on material provided.
