Description
This is published as a sole source announcement under the statutory authority at 10 USC 2304(c)(1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground, Tobyhanna Division-Contract Operations Branch, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to negotiate and award a contract on a sole source basis to In-Phase Technologies, 401 Bordentown-Hedding Rd. Bordentown, NJ 08505, for the quantity of one (1) each AN/APR-39 Test Set Radio Frequency, Universal Production Data Acquisition Test Equipment (RF-UPDATE) station, Part Number: 1341689-SYS, to include: Test Program Sets, Unit Under Test (UUT) interface cables, one spare Circuit Card for each type in the PXI rack, test station and test program documentation, Interface Test Adapter (ITA), Test Program Software (source code and executable deployment software), certificates of calibration, operational training and one year manufacturer's warranty. The test equipment consists of Commercial Off-The-Shelf (COTS) Test, Measurement and Diagnostic Equipment (TMDE) and proprietary original equipment manufacturer equipment. The government will supply the following Government Furnished Material for integration into the test station: One (1) each Detector Log Video Amplifier (DLVA), Part Number 80063 A3263642, A10 CCA Analog Receiver Control, Part Number A3263490 and Indicator IP-1150A/APR-39. The Delivery required is twenty-six (26) weeks from date of contract award, FOB Destination to Tobyhanna Army Depot (TYAD), 11 Hap Arnold Blvd., Tobyhanna, PA 18466. The test equipment is designed to run automated functional tests for the Army Radar Warning System Digital Processor for the AN/APR-39A/B(V)2. The RF-UPDATE Test Station is used for automated Final Acceptance Tests (FAT) of Airborne Radar Warning Systems. The original RF-UPDATE tester was designed and built by Litton Corp., San Jose CA for the US Navy in support of production of the AN/APR-39A/B(V)2. The Government did not purchase technical documentation for the test station design. TYAD purchased a RF-UPDATE station from In-Phase Technologies that was reverse engineered by the contractor using the Litton Test Station as the design baseline. In-Phase Technologies, developed a test platform that was capable of running a test program originally developed by Litton Corp. The test program executive software was modified for the new test stand while maintaining the same test parameters of the original test program. The Original RF-UPDATE developed by Litton and the In-Phase redesigned RF-UPDATE Station has been accepted by the Navy program office as an approved tester for the US Navy Radar Warning System Digital Processor for the AN/APR-39A/B(V)2. A new design effort to utilize standard automated test equipment (ATE) will require a verification period and approval by the Navy program office. The configuration of the RF-UPDATE station purchased from In-Phase is maintained by In-Phase. In-Phase owns the proprietary rights. The government does not have sufficient documentation for the hardware and software for a competitive acquisition for the remanufacture of the RF-UPDATE test station. Duplication of the equipment would require the purchase of the technical documentation necessary to build the RF-UPDATE test station. This notice of intent is not a request for competitive proposals. Any responsible firms believing they can provide the requirements for the RF-UPDATE and meet the Government's requirements should within fifteen (15) days of this notice, contact in writing the Contract Specialist identified below, and submit a capability statement describing capability to meet the Government's requirement, which will be reviewed for consideration.
