- Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Engine Data Concentrator Unit (EDCU), NSN 5821-01-622-0446HL, PN 261450-5. The EDCU is a system used on the Air Force TH-1H helicopter. This aircraft is used for the training of helicopter pilots. This item provides the interface between the engine and the cockpit displays. Fuel quantity information is fed to the EDCU in the form of fuel capacitance measurements. Those incoming readings are processed, which then feeds digital data to the multi-functional display (MFD) on the cockpit control panel. The EDCU also provides the 26-volt alternating current (AC) excitation power for the fuel quantity system. The original equipment manufacturer for this item is Astronautics Corporation of America (CAGE 10138), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Astronautics Corporation of America is the only known source with adequate knowledge of the EDCU performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. The DLA/AWB Contracting Office intends to award a sole source contract to Astronautics for the manufacture of the EDCU in support of the TH-1H helicopter program. Other interested parties may identify their interest and capability to respond to the requirement no later than 30 Jun 2015 to Justin Stewart via email ( justin.stewart.3@us.af.mil ). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
