- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-15-T-0166. This acquisition is issued as an Request for Quote. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 dated 06 June 2015. (iv) This acquisition is set-aside for Service-Disabled Veteran-Owned Businesses (SDVOSB). The associated NAICS code is 333316. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Infrared Sensor Suite in accordance with Salient Characteristics listed below in section (vi) Description of requirements, Quantity, one (1) Each; CLIN 0002 Longwave Infrared Imager (LWIR) imager in accordance with Salient Characteristics listed below in section (vi) Description of requirements, Quantity, one (1) Each; CLIN 0003 Midwave Infrared Imagers (MWIR) Imagers in accordance with Salient Characteristics listed below in section (vi) Description of requirements, Quantity, two (2) Each; CLIN 0004 Shortwaved Infrared Imager (SWIR) in accordance with Salient Characteristics listed below in section (vi) Description of requirements, Quantity, one (1) Each; CLIN 0005 LWIR Uncooled Microbolometer Imager in accordance with Salient Characteristics listed below in section (vi) Description of requirements, Quantity, one (1) Each (vi) Description of requirements: The Army Research Laboratory's (ARL), Survivability Lethality Analysis Directorate (SLAD) requires one (1) Infrared Imagining Sensor Suite to include the following: (1) Scientific Grade Short Wave Infrared Imager (SWIR), Two (2) Scientific Grade Midwave Infrared Imagers (MWIR), one (1) Scientific Grade Longwave Infrared Imager (LWIR), one (1) LWIR documentation imager. The Contractor shall also provide a baseline calibration for the SWIR, LWIR AND MWIR. The Contractor shall ensure all scientific imagers include a uniform form factor in size of camera head to ensure interchanging on mounting plates is achieveable. The Contractor shall ensure all imagers will not be cooled with liquid nitrogen. The Contractor shall provide operational software to perform full range of required tools for radiometric measurments and basic scientific anlaysis, including image display and image analysis tools. The Contractor shall provide one (1) Infrared Imaging Sensor Suite that meets the minimum requirements below: CLIN 0001: One (1) Infrared Sensor Suite Shall consist of five (5) imagers: one high speed (1) LWIR (7.5-10.5 microns), two high speed (2) MWIR (3.0-5.0 microns), one high speed (1) SWIR (.9-2.5 microns), and one (1) LWIR uncooled microbolometer imager Shall ensure the SWIR, LWIR and MWIR have the same form factor to allow for interchange on mounting plates and housing and have behind the lens filter holders Shall ensure all imagers run off the same software for download of imagery data, and command of cameras and use the same commonly available connections, such as USB or GigE, for command and control. Shall ensure all data saved with operational software from all imagers is in a common data format,and can be reduced to common formats (i.e. ASCII, RAW) for further data storage and analysis. Shall ensure MWIR, LWIR and SWIR are research quality instruments (scientific data quality), allow for high quality calibrated imagery to be streamed at full frame data aquistion at a minimum of 125 Hz (MWIR data aquistion rate is 500 Hz) with a 640 x 480 resoulution arrary and have uniformity over imaging array for radiometric measurments. The Contractor shall ensure the LWIR bolometer imager haS at a minimum of 30 Hz at full frame of at least 640 x 480 resoultion array. All imagers will have a noise equivalent differential temperature (NEdT) less than 30 mK. Shall ensure the SWIR, LWIR, and MWIR has time tagged files, with IRIG-B time code standard compatible operation, except for LWIR bolometer imager Shall ensure all imagers will not cooled by liquid nitrogen. CLIN 0002 - one (1) LWIR imager Shall be responsive from 7.5-10.5 microns Shall include one (1) filter holder that allows utilization of one (1) millimeter (mm) thick and one (1) inch diameter filters. Shall include three (3) spare filter holders for LWIR imager Shall be at a minimum 640 x 512 pixel array Shall measure infrared radiation from 7.5-10.5 microns with a pixel linearity sufficient for scientific calibration capability from 250 celsius to 2000 celsius. Shall have at a minimum 125Hz full frame operation with options for faster frame rate at less than full frame operation, and at least a 12 bit dynamic range. Shall included operation software Shall included lenses which operate at 7.5-10.5 microns, and at 13mm, 25mm, 50mm, 100mm settings Shall include IRIG B connection for time tagging of images down to sub millisecond Shall include standard calibrations on the 50mm lens only from 250 - 2000 celsius and -20 celsius to 350 celsius. Calibration only required for 50mm lens, not for 13mm, 25mm, or 100mm. Shall not be cooled by liquid nitrogen. CLIN 0003: two (2) MWIR imagers Shall be responsive from 3-5 microns. Shall include one (1) filter holder that allows for use of one (1) mm thick and one (1) inch diameter filters Shall include six (6) spare filter holders Shall be at a minimum 640 x 512 pixel array. Shall measure infrared radiation from 3-5 microns with pixel linearity for high calibration capability from -20 celsius to 350 celsius. Shall have at a minimum 500Hz full frame operation with options for faster frame rate less than full frame operation. Shall include operation software Shall include lenses that operate at 3-5 microns, and at 13mm, 25mm, 50mm, and 100mm settings Shall have high speed data recorders to allow for acquisition time on the order of minutes Shall include two (2) memory spare memory holders with 4 (four) drives with a minimum of.25 terabyte (TB) extra memory in each holder and two (2) external download stations compatible with memory holders for and compatible with desktop computer for download. Shall include IRIG B connection for time tagging of images down to sub millisecond Shall include six (6) ND Filters. A set of ND filters at ND= 1,2,3 for each imager. Shall ensure filters for transmission include two (2) sets of filters for the following ranges: 2.295 - 2.395 microns, 4.42-4.58 microns, 3.4-4.17 microns, 3.7-4.2 microns, 4.26-4.44 microns with associated filter holders for ease of integration with MWIR imagers. Shall include standard calibrations on 25mm and 50mm lenses from -20 to 350 Celsius. Calibration only required for 25mm and 50mm lens, not for 13mm, or 100mm. Shall not be cooled by liquid nitrogen. CLIN 0004: one (1) SWIR imager Shall be responsive from.9 - 2.5 microns Shall include one (1) filter holder to allow for utilization of one (1) mm thick and one (1) inch diameter filters Shall include three (3) spare filter holders Shall be at a minimum 640 x 512 pixel array Shall measure infrared radiation from.9 -2.5 microns with a linearity and uniformity required for calibration capability and radiometric measurments. Shall have at a minimum 125Hz full frame operation with options for faster frame rate at less than full frame operation. Shall include operation software Shall include lenses that operate at.9-2.5 microns, and at 25mm, 50mm and, 100mm settings Shall include IRIG B connection for time tagging of images down to sub millisecond Shall include standard calibrations on 50mm lens only Shall not be cooled by liquid nitrogen. CLIN 0005: one (1) LWIR uncooled micorbolometer imager Shall be responsive in long wave infrared Shall include four (4) lenses at 90 mm, 42mm, 13 mm and 7 mm. Shall include operation software Shall have at a minimum 30Hz data frame rate at full frame rate Shall have a NETD less than 30mK Shall have a dynamic range of at least 12bit Shall have a gigabit Ethernet command and control system Shall operate up to 2000 K Shall not be cooled by liquid nitrogen. (vii) Delivery is required eight (8) weeks (ADC). Delivery shall be made to U.S. Army Research Laboratory Shipping & Receiving Bldg. 1856, White Sands Missile Range, NM 88002-5501. Acceptance shall be performed at Government. The FOB point is Destination (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time: Physical size of data storage and aqustions systems. Memory size of data storage, and total data aquistion time allotted. Modularity of systems, or ability of systems to use same software and connections. Size and weight of imager heads. Filters and lens combinations Delivery time The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include ___2_____ records of sales from the previous ___12___ months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions.
