INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to University of California, Santa Cruz, Jack Baskin School of Engineering, Engineering 2 Building, Santa Cruz, California 95064 to provide both data analysis and develop a prototype tool for alignment of familial relations. This is a Follow-On. Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. The Social Network Methods Section (SNMS) of the Social and Behavioral Research Branch of NHGRI is dedicated to examining the role of social relationships on health outcomes through the development and testing of social network-based health interventions, particularly in the context of families with inherited diseases. Behavioral science within medicine, and too often in public health, has focused primarily on the individual without due consideration of the social context within which risk communications and health behaviors occur. Current public health mass media and other communication approaches continue to treat individuals as though they behave in isolation, without regard to the social and cultural barriers, motivations or pressures that they encounter in their environment. Many well-intentioned interventions that treat individual health behaviors as separate from the social context have been largely ineffective, and many of those that have become more ecological in their effort to address the social environment have been concentrated in institutional settings such as schools and worksites rather than in families. Purpose/Objectives: The NHGRI Social Network Methods Section (SNMS), in collaboration with the University of California Santa Cruz (Dr. Lise Getoor), has developed data from the project "Development of the Family Map: Examination of communal coping across disease context", (Protocol Number: 12-HG-N149). The next phase in the project is analysis and prototype development. This will allow for further in-depth analysis of the rich data from the current study, as well as provide us with an innovative approach to future data collection and management for improved analytic capability. This research is vital to the science that is taking place in the Social and Behavioral Research Branch and is in line with the mission of the National Institutes of Health. Procurement: This requirement is a continuation of services performed by University of California, Santa Cruz (Dr. Lise Getoor, Principal Investigator) to analyze complex network data from the project "Development of the Family Map: Examination of communal coping across disease context", (#12-HG-N149.) and develop a prototype tool for alignment of familial relations in the "open world model." Dr. Getoor is an expert in the field of machine learning and reasoning with uncertainty, applied to graphs and structured data. Her knowledge of data integration and social network analysis will facilitate the analysis of complex network data. In addition, University of California, Santa Cruz (Dr. Lise Getoor ) has provided an in depth project plan, with deliverables and a timeline that will meet the project needs. University of California, Santa Cruz and Dr. Getoor team have the knowledge, understanding and experience to analyze the complex relational data that the Social Network Methods Section (SNMS) produces. The prototype for alignment of such data will facilitate future data collection and analysis, as well, saving time and expense related to additional research protocols. For the previously mentioned reasons, we are requesting to contract with Dr. Lise Getoor of University of California Santa Cruz as a sole source provider. Contractor: The Contractor shall provide both data analysis and develop a prototype tool for alignment of familial relations using data from the project "Development of the Family Map: Examination of communal coping across disease context", (Protocol Number: 12-HG-N149). Contractor Deliverables: 1. An analysis of the data properties: overall characteristics of the survey data set, highlighting aspects relevant to network-based alignment of the data. 2. An alignment of the data set, and evaluation of the alignment. 3. A prototype tool for aligning data of this type. 4. Research related to this form of ‘open world' alignment. Period of Performance: September 15, 2015 through September 15, 2016 Place of Performance: The work will be performed at the University of California Santa Cruz campus, as well as the National Institutes of Health campus in Bethesda, MD, as necessary. Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. Additional Information: Industry Classification (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services and the Small Business Size Standard is $15.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-82 (June 8, 2015). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by June 24, 2015 and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2015-145-DLM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
