- NASA Goddard Space Flight Center (GSFC) intends to issue a sole source procurement to Ball Aerospace and Technologies Corporation (BATC) for the Operational Land Imager-2 (OLI-2) instrument. In 2007, NASA competitively awarded a contract to BATC for the Operational Land Imager (OLI) instrument to fly on the Landsat Data Continuity Mission (LDCM).The LDCM mission was launched in February 2013 and is now called Landsat 8. The OLI instrument represents a significant technological advancement in earth observation and greatly improves on the performance of predecessor instruments on prior Landsat missions. This instrument, along with the ground processing system and algorithms that were designed to process and distribute its imagery data, is intended to provide the United States and users worldwide highly calibrated and registered moderate resolution land imagery for at least 5 years from launch. Maintaining the continuity of Landsat satellite imagery is critical to enabling accurate detection of environmental change and to extending the more than 43-year historical record of Landsat satellite data. A degradation or gap in Landsat data would put at risk the Land Imaging Science communitys ability to detect and understand critical environmental changes to our planet. NASA intends to mitigate the risk of such an occurrence and ensure continued image data quality by contracting with BATC for an OLI-2 instrument built to the same requirements as used for the Landsat 8 instrument. Due to its OLI flight heritage, substantial available spare flight subsystems from OLI-1 and technical capability, BATC is uniquely capable of delivering an OLI-2 instrument compliant with Landsat 9 imaging requirements and associated GSFC mission assurance and quality requirements in a manner that will avoid substantial duplication of cost that is not expected to be recovered through competition. Statutory authority for this sole source procurement is 10 U.S.C. 2304 (c)(1) Only One Responsible Source. However, any organization who believes they can provide these items without any detrimental impact to the program mission should fully identify their interest and capabilities within 15 days after publication of the synopsis. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform any of these efforts in writing to the identified point of contact no later than 5:00 pm EST on July 2, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice.
