Description

The Department of Veterans Affairs, Orlando VA Medical Center (VAMC) intends to award a contract for Transfusion/Blood Compatibility Testing services provided by a registered and/or licensed Blood Bank entity to support healthcare operations. Services shall be provided onsite at the Orlando VA Medical Center located at 13800 Veterans Way, Orlando, FL 32827. The contractor shall provide all blood transfusion and transfusion-related services, including without limitation, compatibility testing, licensed personnel, supplies and equipment. The contract shall furnish all necessary supervision and qualified competent personnel to perform the service as specified within the performance work statement (PWS). The Contractor shall provide all Transfusion/Blood Compatibility Testing services in accordance with current VA guidelines, policies as well as being in compliance with the standards of The Joint Commission (TJC) and American Association of Blood Banks (AABB) Accreditation. The Authority for this procurement is the Department of Veterans Affairs Directive 1663 implementing provisions of Public Law 104-262, the Veterans Health Care Eligibility Reform Act of 1996, which expands VA's health care resources sharing authority in Title 38 United States Code (U.S.C.) Sections 8153 (sharing authority). The contract period will consist of a base period with two (2) year options renewal. Services shall be performed onsite at the Orlando VA Medical Center, 13800 Veterans Way, Orlando, FL 32827. The solicitation will be for commercial items prepared in accordance with the subparts in Federal Acquisition Regulation (FAR) Part 12 and evaluated in accordance with the procedures of FAR Part 15. The solicitation document will be issued as a Request for Proposal (RFP) VA248-15-R-1165. The procurement will be full and open competition. The North American Industry Classification System (NAICS) code is 621991 with a size standard of $32.5 million. It is anticipated that the solicitation will be available on or about July 3, 2015 at the FedBizOpps (FBO) website: https://www.fbo.gov The closing date for submission of proposals will be July 17, 2015 at 4:00 pm Eastern Standard Time (EST). Any amendments or additional information issued to this solicitation will also be available at the FBO website. Offerors are responsible for obtaining any and all amendments or additional information. All questions shall be submitted in writing no later than July 7, 2015 at 3:00 pm EST.
