Description

THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONTRACTORS. The Network Contracting Office 04 / Altoona, PA (James E. Van Zandt VAMC) intends to issue a Request for Proposal (RFP) VA244-15-R-0743 to award a single, firm fixed price contract for Construction Services related to the project titled, Parking Garage, Project Number 503-311. Work shall include construction of a new parking garage structure with four (4) parking levels, 205' x 175', totaling 156,700 sf to accommodate 449 parking stalls, on the James E. Van Zandt VAMC property, in Altoona, Pennsylvania. The structure will be equipped with a mechanical room, electric room, utility room, and a security office on the ground level and two hydraulic passenger elevators. Work will also include all necessary site work and demolition of the existing parking area to accommodate the new construction. The work consists of site demolition, and the construction of a fully functional unified product. Demolition includes but is not limited to removal of existing structures, roadways, sidewalks, landscaping, and utilities. Construction includes but is not limited to excavation, building erection, plumbing systems, mechanical systems, electrical systems, building finishes, grading, drainage, utilities, walkways, roadways, landscaping, and exterior lighting. The work shall be performed in accordance with all Federal rules, regulations, and policies, as well as any applicable building, plumbing, mechanical or electrical code. In addition to the construction of the parking garage and related site work, the contractor will also be responsible for constructing temporary pavement parking areas along with restriping of the existing employee parking lot to account for the loss of parking lost to construction activities. All altered areas for temporary parking will be restored to original conditions following completion of the proposed parking garage. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for the construction. The project is located at the James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Boulevard Altoona PA 16602-4337. The period of performance for the project is 365 calendar days from receipt of the Notice to Proceed. The Solicitation, Specifications and Drawings will be available at http://www.fbo.gov on or about 07/02/2015. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in SAM data base, see http://www.sam.gov and with Vets 100 at http://vets.dol.gov/vets100/. Offerors shall also be verified in vetbiz website at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the FBO web site. Hard copies will not be mailed. Interested parties must go to the http://www.fbo.gov web site to be entered on the Interested Vendors Mailing List and to obtain copies of the Interested Vendors Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a Request for Proposal (RFP) issued in accordance with FAR Part 15. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million in annual receipts for the past three years. The Magnitude of Construction cost for Project Number 503-311 is between $5,000,000.00 and $10,000,000.00. Seven (7) calendar days prior to the deadline for the receipt of proposals. (For Example, if the proposal Deadline is January 23, 2015 questions must be received no later than 2:00 P.M. on January 16, 2015.) NOTE: NO TELEPHONE REQUESTS WILL BE HONORED. FURTHERMORE, ONLY QUESTIONS RECEIVED FROM PRIME/GENERAL CONTRACTORS WILL BE REPLIED TO. All Questions must be submitted utilizing the following SUBJECT TITLE: Request for Information (RFI) 503-311 followed by the Subject Matter and Firm's Name. For example: Request for Information (RFI) - 503-311 Concrete - ABC Company. All responses to questions will be posted to the web site via amendment. Interested parties are strongly encouraged to review the entire Solicitation, especially the Specifications and Drawings prior to the Pre-Proposal Conference/Site Visit. A pre-proposal conference/site visit will be conducted for this solicitation as indicated in the Solicitation.
