- SOURCES SOUGHT SYNOPSIS Solicitation Number: 2015-17-06-MG Notice Type:Sources Sought Agency: Department of the Air Force Office: AFLCMC/WLDMA Location: T-38 Program Office, Hill AFB Synopsis For: A/T-38A/B Automatic Dependent Surveillance-Broadcast Integration 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought Synopsis is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 561990 which has a corresponding Size standard of 11M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This notification is issued for information and planning purposes only and does not constitute a solicitation. Responses will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), a response to this notice is not an offer and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with their response. Not responding to this Market Research will not preclude participation in any future Request for Proposal (RFP), if issued. If a solicitation is released, it will be publicized in accordance with the requirements of the FAR. 2. PROGRAM OVERVIEW The T-38 SPO, Hill AFB, is anticipating the award of a contract for development and integration of Automatic Dependent Surveillance - Broadcast (ADS-B) equipment into the T-38A model and AT-38B model (A/T-38A/B) aircraft. The development and integration Period of Performance (PoP) will begin approximately 01 October 2017; installations must be completed before 01 January 2020 when the Federal Aviation Administration (FAA) requirement for ADS-B goes into effect. This Sources Sought Synopsis is intended to provide the Air Force with an understanding of the technology and resources available within industry to support this effort. The scope of effort covers 59 A/T-38A/B aircraft. These aircraft do not have modern avionics systems. They currently utilize equipment originally provided with the aircraft when they were delivered to the Air Force in the 1960s. The intent is to find a commercial off the shelf or government off the shelf product that will require very little to no modification for integration into the A/T-38A/B. The basic requirement is to meet the FAA requirement of ADS-B Out, and retain the military transponder modes of operation (except Mode 5). The optional requirement is to provide a solution to meet the FAA requirement of ADS-B out and provide for ADS-B In, providing the pilot weather and air traffic data visually. The contract is anticipated to be a primarily Firm-Fixed Price (FFP) contract. 3. DEVELOPMENT & INTEGRATION EFFORT The development and integration of ADS-B into the T-38 will comply with the requirements of 14 CFR § 91.227 and TSO-C166. The Altitude Incoder Measurement (AIM) System contains the components that will have to be replaced to meet the FAA requirement. This system is comprised of two subsystems: the transponder set subsystem, and the computed altitude subsystem. The current configuration of the major components in the two systems is as follows: Transponder Set Subsystem • RT-727/APX-64 receiver-transmitter • C-6280(P)/APX transponder set control • TS-1843( )/APX transponder set test set Computed Altitude Subsystem • CPU-46/A altitude computer • AAU-19/A altimeter The Government is seeking an integrated solution utilizing the ADS-B compliant version of the APX-119 system or equivalent. The scope of work will include: • Administration • Program Management • Data Rights • Quality Assurance • Corrosion Prevention and Management • Configuration Management • Risk Management • Software Management • Commercial Small Business Involvement Program activities will include: • Engineering Change Proposal • Test and Test Support Activities • CNS/ATM, Frequency Spectrum and Flight Symbology Certifications and Approvals • Time Compliance Technical Order Development and Air Force Technical Data changes • Hardware Production and Delivery • Diminishing Manufacturing and Material Shortages Management (DMSMS) Please reference the following Air Force Instructions: • AFI 33-200, IA Management • AFI 33-210, Air Force Certification and Accreditation (C&A) Program (AFCAP) • AFI 62-601, MIL-HDBK-516B, and AW Bulletins: USAF Airworthiness • AFPD 62-6, USAF Airworthiness • AFI 63-101, Acquisition and Sustainment Life Cycle Management • AFI 63-131, Modification Management • AFI 63-137, Assurance of Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) Navigation Safety, and Next Generation Air Transportation System (NEXGEN) Performance. • AFMCI 63-1201, Implementing Operational Safety, Suitability, and Effectiveness (OSS&E) and Life Cycle Systems Engineering 4. SUSTAINMENT The Air Force desires a solution that is already supportable by the organic Air Force Depot Repair System; and planned to be supported by the OEM for the 9 years following Full Operational Capability (FOC). The T-38's expected retirement is 2029. 5. SCHEDULE Commencing approximately Fiscal Year 2017 6. INFORMATION REQUIRED This Market Research seeks to obtain information regarding industry capability to satisfy the hardware and software development and integration requirements of this program. Questions and Information Requested 1. How can your company integrate the ADS-B In/Out compliant version of the APX-119 into the A/T-38A/B? 2. Please provide examples of any previous work your company has done integrating ADS-B on other platforms, and describe the support structure for the Line Replaceable Units. 3. Identify the Line Replaceable Units required to integrate an ADS-B Out solution. 4. Identify the Line Replaceable Units required to integrate an ADS-B In solution. 5. Is it possible to provide a Bluetooth/Wi-Fi signal to utilize an iPad or Garmin product as the display for ADS-B In? 6. Identify any known equipment available that meets the T-38 ADS-B objectives and is organically repaired by the Air Force or other DoD repair facility/depot? 7. What engineering data and/or drawings are required for your company to develop/integrate the components listed in section 3?
