- This Request for Information (RFI) is issued solely for information and planning purposes. In accordance with FAR 15.201(e) and FAR 52.215-3, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Your response to this RFI will be treated as information only and will not be used as a proposal. No entitlement to payment, of direct or indirect costs, or charges to the Government will arise as a result of a contractor's submission of a response to this announcement or the Government's use of such information. The information provided may be used by the Government in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for marking proprietary or competition sensitive information contained within their response. Not responding to the RFI does not preclude participation in any future solicitations. The information provided in this RFI is subject to change and is not binding on the Government. SUMMARY: AFICA 338 SCONS/PKB is conducting market research to gather information on contractors capable of providing Multi-Engine Land and Instrument rating pilot training for the Nigerien Air Force (NAICS 611512). TECHNICAL DESCRIPTION: The Service Provider shall provide all services necessary to conduct a Multi-Engine Land and Instrument rating pilot training course. The purpose of the requirement is to ensure that all pilot candidates receive multi-engine flight instruction resulting in Federal Aviation Administration (FAA) Certification in multi-engines. All International Military Students (IMS) will complete the syllabus requirements and receive a certificate of completion. The Service Provider shall provide all personnel, including Certified Flight Instructors (CFI), aircraft, orientation aids, supervision, materials, maintenance, equipment, transportation, lodging, dining, and availability of medical/dental services necessary to perform or support flight orientation. The contractor shall offer logistical support services for all IMSs attending training. This shall include but not be limited to 1) lodging facilities that are Defense Contract and Audit Agency (DCAA) compliant, 2) daily ground transportation between lodging facilities and training facilities as well as between lodging facilities and scheduled commercial airport, 3) meal per diem reimbursement in accordance with the Department of Defense (DoD) Joint Travel Regulation (JTR), 4) appropriate flight and classroom equipment and supplies appropriate for flight training. RESPONSE FORMAT: Please provide answers for each of the following questions, utilizing the existing numbering scheme for each response and limiting your total response for this RFI to no more than ten (10) pages: 1. What experience does you company have in working with US Government contracts in general, and Department of Defense contracts in particular? 2. How long has your company held an FAA Part 141 Certification (specifically related to contractor flying training)? 3. What is your company's background in providing Instrument Flight Rules (IFR) flight training at the General Aviation (GA) & Airline Transport Pilot Certificate (ATP) level? 4. Provide a brief history of your company's flight safety record. 5. Provide a brief history of your company's aircraft maintenance safety record. 6. Does your company have experience in providing IFR instruction with "glass cockpit" equipped platforms? Note: "Glass cockpit" can be defined as any Electronic Flight Instruments System (EFIS) comparable to the Garmin G1000, the Avidyne Entegra, or the Chelton FlightLogic display systems. 7. What experience does your company have in providing classroom instruction in accordance with 14 CFR Part 141? 8. What experience does your company have in providing instruction on Flight Simulator devices? 9. What experience does your company have in providing dispatch and aviation record keeping services? 10. What is your company's history in employing flight instructors at the Certified Flight Instrument Instructor / Multi Engine Instructor (CFII / MEI) level? 11. What experience does your company have in providing flight instruction to international students (especially those who do not speak English as their primary language)? 12. What is your minimum and maximum student load for training based on available resources? 13. What instructional materials does you company use in executing this flight training. 14. What is the experience level of your company's CFII/MEI (hours, etc.)? 15. What experience does your company have in providing student support services (lodging, transportation, dining, etc.)? 16. Small Business (SB) Set-Aside Determination. The Government reserves the right to decide whether or not a SB set-aside is appropriate based on responses to this notice. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude. 17. Provide Company name, Point of Contact name, telephone number, fax number, street address, e-mail address, website, company cage code, and socio-economic/business size status. ADMINISTRATIVE INFORMATION: All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the notice by providing the information specified above no later than 1500 (CST), on 6 July 2015. Information is preferred in soft-copy form in either Microsoft Word and/or Microsoft PowerPoint and shall be provided via e-mail. You may forward your responses and/or submit questions regarding this RFI to the POC identified below.
