Description
SOLICITATION NUMBER: HHS-NIH-NIDA-SSSA-NOI-15-283 TITLE: Electonic Field and Stimulation Kit INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to Hamamatsu for a Electonic Field and Stimulation Kit without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 423690 with a size standard of 500 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the through Federal Acquisition Circular (FAC) 2005-82 effective May 7, 2015. This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1. DESCRIPTION OF REQUIREMENT Purpose and Objectives: The purpose of this requisition is to acquire a Electonic Field and Stimulation Kit for the existing Hamamatsu FDSS/uCELL Imaging Plate Reader is being requested by the TRND group in order to measure the activities of voltage-gated ion channels in neurons and cardiomyocytes differentiated from induced pluripotent stem cells. Project Description: The mission of The National Center for Advancing Translational Sciences (NCATS) is to apply the tools of small molecule screening and discovery to the development of chemical probe research tools, for use in the study of protein and cell functions, and biological processes relevant to physiology and disease. This request will enable the NCATS and TRND group to increase the capability to utilize their existing Hamamatsu FDSS/uCell Imaging plate Reader, which measure fluorescence signals kinetically. Currently, the existing plate reader only measures the cellular ion channel activities in response to agonist/activator stimulation. The ion channel activation by electronic stimulation cannot be measured with the existing instrument. The newly available Electronic Field Stimulation (EFS) Kit, a device with 96-electronic probes, is an accessory device to the existing FDSS/uCELL Imaging Plate Reader which allows the recording of the ion channel response to electronic stimulation. With this new accessory device, we will be able to measure the activities of voltage-gated ion channels in neurons and cardiomyocytes differentiated from induced pluripotent stem cells. This currently cannot be done with our existing instrumentation. Cell surface voltage-gated ion channels are important biomarkers for excitable cells including neuronal cells, cardiomyocytes, muscle cells, and secretory cells. Measurements of functions of cell surface ion channels such as calcium channel, potassium channels and sodium channels are extensively used for characterization of neuronal and muscle cells as well as the detection of disease phenotypes. Our group is working on the differentiation of neuronal cells and cardiomyocytes from patient-derived induced pluripotent cells that are used as disease models for drug development. We need an instrument that can be used to measure ion channel functions in the differentiated neuronal cells and cardiomyocytes for characterize the differentiated cells and for compound screen. This new Electronic Field Stimulation accessory kit, with 96-electrode, sends electric signals to cells instead of chemicals to achieve desirable stimulation to cells. It is useful for performing high throughput iPS cardiomyocytes and primary neuronal assays. Project Requirements: Specifically, the NCATS TRND requires the following: 1.Accessory device with 96 electrodes in an array of 8x12, fitting a 96 well plate 2.Device and software should work seamlessly with Hamamatsu FDSS/uCELL instrument 3.Electronic stimulations generated from the device should have the following specifications: a.Frequency 0.1-50 Hz b.Pulse width of 1 to 100ms c.Number of pulse: 1-1000 d.Voltage of 1.0 to 20v 4.Each column of 8 electrodes should be individually controlled Qty 1 Delivery of Goods: 60 days ARO CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, HAMAMATSU is the only vendor in the current market place that can provide the unique services required by the of National Center for Advancing Translational Sciences. In accordance with FAR part 10, extensive market research was conducted to reach this determination. Specifically, a small business sources sought notice was posted to FedBizOpps referencing the above detailed requirements and no responses were received. Therefore, only HAMAMATSU is capable of meeting the needs of this requirement. The intended source is: Hamamatsu P.O. BOX 6910 Bridgewater, NJ 08807 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses shall be submitted no later than JuLY 2, 2015 at 4:30pm EST.
