Description

The Naval Air Warfare Center Training Systems Division (NAWCTSD) is issuing this special notice of intent to execute a single source award under FAR Part 13 “ Simplified Acquisition Procedures (SAP) as prescribed in FAR 13.106-1(b)(1)(i) with FlightSafety International Inc. (FSI), 700 N 9th Street, Broken Arrow, OK 74012-2847. This time sensitive requirement consists of disassembling, crating and securely transporting the CV-22 FTD2 classified training device from its present location at Hurlburt Field, FL to FSI ™s classified facility in Broken Arrow, OK for storage and modification of the training device. The training device needs to be relocated in an expeditious manner as the current location has been identified for the housing of another training device for which the site needs to be prepared imminently. FSI is the only source that can complete this task as FSI has the appropriate security clearance to access, transport, and store the classified device in a timely manner. Additionally, FSI will be modifying and upgrading the training device at their classified facility under contract N00019-12-G0006-0026. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities no later than 4:00PM EST on June 22, 2015. Interested parties shall e-mail all statements, quote, and capabilities to David Kors at david.kors@navy.mil. The interested parties bear full responsibility to ensure complete transmission and timely receipt.
