Description: This is a Sources Sought Notice of the Navy 冱 intent to procure two (2) contracts on a sole source basis with The Corporate Executive Board Company (CEB); to provide the Office of Civilian Human Resources (OCHR) with much needed access to the Corporate Leadership Council (CLC) materials and website and to provide the Office of Financial Operations (FMO) with access to an enterprise-based IT research and advisory service website. OCHR is in need of membership to the Corporate Executive Board (CEB): Corporate Leadership Council (CLC). The CEB offers proprietary research, best practices, and implementation tools and frameworks aligned around the strategic concerns of various senior management professionals. The CLC membership is specifically dedicated to developing a strategic approach to managing each of the HR services involved in the employee lifecycle. The products and services of the CLC will best meet OCHR 冱 needs for best practices research on human capital solutions, initiatives and metrics. This contract to CEB will provide the Department of the Navy with DON agency-wide, royalty-free, worldwide, revocable, non-transferable and non-assignable licenses to use, reproduce, and distribute the Corporate Leadership Council (CLC) materials solely for the HR community 冱 internal business purposes. This membership will also provide DON HR community leadership with Access to the CLC Retreat Meeting for one individual from the DON HR senior executive service cadre at the decision of the DASN (CHR), Access to CLC website, print publications and decision support tools and Access to Advisory Support, to include one onsite visit on a topic selected by the DASN (CHR) via the Director, HR Systems and Analytics Department, as the DASN (CHR) 冱 executive agent for the CLC membership. FMO is looking for an enterprise-based IT research and advisory services, focused on enterprise business management and improving overall organizational performance, with a practitioner focused business model. CEB the only provider of these services will provide the right level of service paired with the right economics. CEB will provide the Navy with two (2) IT programs; CEB Enterprise Architecture Leadership Council and CEB PMO Leadership Council which will cover such topic area as: Roadmapping, EA Functional Management, Service-Oriented Architecture, PMO Maturity, Benefits Realization and PMO Templates. CEB consistently challenges conventional wisdom through their proprietary research process, relying on extensive interviewing and quantitative modeling to determine those best-in-class practices that members can use to make immediate and informed decisions. To award either of these procurement to any other firm would be prohibitive from both a price and time standpoint. Subsequently; the DON 冱 requirements for the annual membership to the Corporate Executive Board (CEB): Corporate Leadership Council (CLC), CEB Enterprise Architecture Leadership Council and CEB PMO Leadership Council are based upon propriety research. Only the CEB provides these necessary products and services. Successively, it is intended to negotiate two (2) sole source contracts in accordance with FAR Subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. The period of performance for these services includes one annual base period with two annual options. This is not a request for quotes, instead interested parties may submit capability information in order to challenge this intent to go sole source with CEB 12 June 2015 to Shawn.Thomas1@navy.mil; however the final decision to process this requirement on a competitive vice sole source basis (as depicted herein) rests with the Navy.
