- USDOT, Federal Railroad Administration (FRA) RFP Number DTFR5315R00106 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. DEPARTMENT OF TRANSPORTATION, (USDOT), FEDERAL RAILROAD ADMINISTRATION (FRA), OFFICE OF RAILROAD SAFETY, HAZARDOUS MATERIALS DIVISION TECHNICAL AND SCIENTIFIC MATERIAL TESTING SUPPORT SERVICES FOR THE FRA TANK CAR SAFETY PROGRAM REQUIREMENT SUPPLIES OR SERVICES TO BE PROVIDED 1. Background : The Federal Railroad Administration (FRA) was created by the Department of Transportation (DOT) Act of 1966. It is one of ten agencies within the DOT concerned with intermodal transportation. FRA's mission is to enable the safe, reliable, and efficient movement of people and goods for a strong America, now and in the future. Federal Railroad Administration's (FRA) Hazardous Materials Division administers a safety program that oversees the movement of hazardous materials (including dangerous goods), such as petroleum, chemical, and nuclear products, throughout the Nation's rail transportation system, including shipments transported to and from international organizations. The Division also has authority to oversee the movement of a package marked to indicate compliance with a Federal or international hazardous materials standard, even if such a package does not contain a hazardous material. FRA continues to drive improvements in the design, manufacture, maintenance and qualification of railroad vehicles used to transport hazardous materials. To this end, it is incumbent on the industry and FRA to perform a comprehensive analysis of the factors surrounding the event, including the design/manufacturing/maintenance/qualification actions, the operating environment, the contribution of human factors, and their level of compliance with current regulations, specifications and industry practices. Scope of Work: The objective of the effort is to acquire technical and scientific material testing support for the FRA Tank Car Safety Program. Specifically, this requirement shall involve material testing services for the performance of material verification, material testing, failure analysis, and stress analysis of tank cars, tank car tanks, and components encountered with new and existing tank cars. These cars may be new construction or may have been involved in derailments, non-accidents, etc. As tank cars are the predominant vehicles for carrying hazardous material shipments, FRA has prepared tank car guidance materials on maintaining, operating and securing this rail equipment and will provide it to the contractor: •Ensuring Tank Car Safety •Tank Car Committee Handouts •Suggestions for Effective Railroad Tank Car Loading/Unloading Training Programs The items to be analyzed mechanically and/or chemically are manway cover bolts, linings, gaskets, O-rings, cut-outs (coupons) from tank cars, etc. FRA would either ship the items via Fedex, UPS or other freight carrier. FRA needs the a nalysis to support investigations of rail/tank car failures resulting from improperly specified materials, questionable fabrication processes, poor workmanship, and derailments/accidents. The Government contemplates awarding a single Indefinite Delivery Indefinite Quantity (IDIQ) contract from this solicitation and from which services shall be acquired through the issuance of individual Time-and-Material Labor Hour (TMLH) Task Orders. All TMLH Task Orders shall be issued with established federal price ceilings. IDIQ Task Order Placement Procedures shall entail the Contracting Officer requesting a proposal from the awarded contractor through the issuance of an IDIQ Task Order Request for Quotation (TORFQ). The Contracting Officer shall issue individual Task Orders and subsequent modifications after technical acceptability fair and reasonable determinations have been made. The contemplated IDIQ contract shall be awarded for a Base Year and two (2) potential option years in accordance with requirements set forth in the Statement of Work.
