- Description: NOTICE OF INTENT TO MODIFY AN EXISTING IDIQ CONTRACT TO INCREASE THE MAXIMUM VALUE The Office of Naval Research (ONR) intends to increase the maximum value of contract N00014-11-D-0327 awarded to Oceaneering International Inc. under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, from $18,000,000.00 by $1,700,000.00 to $19,700,000.00 on or about 1 July 2015. The period of performance will remain unchanged from the original IDIQ contract. The prospective contractor shall perform additional model testing and analysis and under a pending Task Order, shall: conduct the demonstration of the full-scale, proof-of-concept Advanced Mooring System technology demonstrator in a relevant dynamic motion environment identified in the statement of work of the IDIQ contract. The pending Task Order includes the following: Install the system, instrumentation, and apparatus on the demo platforms and operate and maintain the system, instrumentation, and test apparatus for the duration of the testing; analyze demonstration data collected and provide a final report; demobilize the system to include preservation of the system and its readiness for future demonstrations/exercises; incorporate lessons learned into the system Operation and Maintenance Manuals; and prepare structural load data and coordinate with ABS for their review and approval to use AMS on an actual Joint High Speed Vessel. ONR intends to increase the maximum value under this task order contract on a sole source basis because Oceaneering International Inc. is the only firm capable of performing this effort due to their extensive experience, knowledge, and understanding of the system stemming from their development efforts over the past four years under predecessor Task Orders 0001 through 0004. They are uniquely qualified to understand the limitation of the current system and to provide recommendations/models for design improvements based on their research. The North American Industry Classification System (NAICS) code for this requirement is 541712 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
