- NASA/ARC plans to issue a Request for Proposal (RFP) for the Aviation Safety Reporting System (ASRS) and Related Systems requirement. An estimated schedule of milestones can be found below.This pre-solicitation synopsis is issued to replace Request for Information synopsis RFI - AVIATION SAFETY REPORTING SYSTEM -ASRS- AND RELATED SYSTEMS, Solicitation # NNA14ASRS-L posted on August 11, 2014. The ASRS and Related Systems procurement is a re-compete of the current ASRS and Related Systems contract. Services include operation, maintenance, and management services for the ASRS and Related Systems, which provides voluntary, independent, confidential safety reporting for aviation and railroad transportation, and potentially additional other domains to be added in the future. The ASRS (aviation safety reporting) and Confidential Close Call Reporting System (C3RS) (rail safety reporting) also provide research and development services such as analyses of aviation and rail databases to support improvements in performance and safety of the National Airspace System and the national rail system. The ASRS public website is http://asrs.arc.nasa.gov/. The C3RS public website is http://c3rs.arc.nasa.gov/. This requirement will be issued as a Full and Open Competition procurement. The NAICS Code and Size Standard are 541990 and $15.0 M, respectively. The ASRS and Related Systems procurement will result in a Cost Plus Fixed Fee (CPFF) contract consisting of a definitive requirement (operation, maintenance, and management of the ASRS and Related Systems with associated research and development services) and an Indefinite Delivery Indefinite Quantity (IDIQ) component for services within scope of the Statement of Work not defined at time of contract award, from which CPFF task orders shall be issued. This procurement will be for 5 years consisting of a two-year base period, one one-year option period, and one final two-year option period. The work will be performed at a Contractor-provided off-site facility, within 5 miles of NASA Ames Research Center (ARC), Moffett Field, CA. The proposed Subcontracting Goals for this procurement are as follows: Total Small Business 25%; Small Disadvantaged Business 5.0%; Women-Owned Small Business 15.0%; HBCU/MI 0.5%; HUBZone 3.0%; Veteran-Owned Small Business 5.0%; Service-Disabled Veteran-Owned Small Business 3.0%. The tentative ASRS and Related Systems schedule is shown below: Issuance of Draft Solicitation July/August 2015 Pre-Proposal Conference approximately 2 weeks after posting of Draft Solicitation Comments on Draft Solicitation approximately 1 week after Pre-Proposal Conference Final solicitation August/September 2015 Proposals Due October/November 2015 Contract award April 2016. The Government does not intend to acquire a commercial item using FAR Part 12. CURRENT CONTRACT FEATURES: The current ASRS and Related Systems Contract NNA11AA19C with Booz Allen Hamilton Inc. has the following features: 1) Period of Performance: 12/8/2010 12/7/2015. A six-month extension to the current contract is planned. 2) Contract Type:Cost Plus Fixed Fee (CPFF). 3) The contract was awarded under Full and Open Competition. 4) The current value of the contract is approximately $22M. The Contracting Officer will post an Interested Parties List of parties interested in either prime or subcontracting opportunities for this procurement. The List will be updated periodically.
