Description
REQUEST FOR COMMENT ACTION CODE: S = SPECIAL NOTICE The Telecommunications and Timing Group (TTG) of the Range Commanders Council (RCC) have been tasked to provide a modification to the format B serial timecode defined in the RCC 200-04 standard (Commonly referred to as IRIG-B) to include leap second notifications to assist network time protocol (NTP) server operations. The range is soliciting information from industry regarding recommendations for the implementation of such a change, include recommendations on how this would be implemented, and whether vendors will be willing to provide modifications to their devices to support such a change. The TTG is aware of the existing Institute of Electrical and Electronics Engineers (IEEE) 1344 standard which defines a modified IRIG-B timecode to support the synchrophasors. The TTG prefers common implementations where possible, however is concerned that implementation of leap second notification as defined in IEEE 1344 will not meet the requirements necessary to support the operation of NTP servers. The TTG proposes to implement a leap second pending bit in IRIG-B bit position P77, and a Leap Second direction bit in P78. The Leap Second Pending bit would change to a ‘1' 23 hours 59 seconds prior to the insertion of the leap second, and change back to ‘0' at 00:00:00 UTC. The leap second direction would be ‘0' for a positive leap second and a ‘1' for a negative leap second. The TTG requests feedback from manufacturers of IRIG and NTP devices: 1. Would such a change be beneficial? 2. Do vendors agree with proposed implementation? 3. Do vendors have recommendations and/or better recommended implementation? 4. Would vendors implement such a system if the RCC were to release a modification to the standard? 5. Would an IRIG adoption of the IEEE standard instead be a preferred solution?
