- CLARIFICATIONS, QUESTIONS/ANSWERS 1. Section L, Para 1.1.4 states that Source Approval Requests (SAR) are due 30 days from the date of when the solicitation was posted. Because Amendment 0001 was issued on 10 June 2015 and extended the due date of proposals to 31 July 2015, any SARs must be received by 10 July 2015. 2. QUESTION: How are these units currently being repaired? Are they being repaired organically or are they being repaired by the OEM, Northrop Grumman? ANSWER: The majority of these units are repaired organically by the depot. The anticipated contract will be used for overflow when the depot is not able to keep up with repair demand (i.e., test stands down, parts constraints, unexpected increase in flying hours, etc.). The most recent repair "overflow" contract was issued to International Enterprises, Inc. (IEI). This contract covered repairs for all NSNs listed in the current solicitation. The previous contract expired in 2014 and repairs have only been done organically since. 3. QUESTION: Did your team mean to put the qualification article requirement as a pre-requisite for each NSN under solicitation FA8251-15-R-00004? ANSWER: Yes, each NSN has a qualification requirement. 4. QUESTION: Does your team understand that over 60% of the items listed in this requirement do not have more than 1 or 2 estimated failures a year? ANSWER: The Government understands the rate of failure for each NSN. 5. QUESTION: What would happen if 2 or 3 new vendors were approved after submitting their SARs and they all had to perform the repair on the qualification article and there is only 1 asset to send out for qualification, how would the Air Force handle this situation since it is outside the control of the vendors looking to become qualified? ANSWER: We welcome as many vendors as possible to submit the required SARs in order to get qualified. The Air Force has enough assets that require repairs that we are not concerned about being able to accommodate multiple vendors throughout the qualification process. However, please keep in mind that award will not be delayed in order to allow more time for a contractor to get qualified on any NSNs. 6. QUESTION: We understand the OEM is Northrop Grumman, has International Enterprises Inc. (the other approved listed source listed in the solicitation) repaired all 54 NSN's for Hill AFB before this solicitation was posted? Did they have to go through a qualification article? ANSWER: As mentioned above under #2, IEI previously performed repair work under the expired "overflow" contract and is qualified to repair all 54 NSNs listed under the current solicitation. IEI, along with any other interested vendor, must be qualified to repair all NSNs listed in the solicitation in order to be eligible for award of the anticipated contract.
