- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology plans to procure on a sole source basis the brand name NanoString nCounter Analysis System NCT-SYST-200 from NanoString Technologies, 530 Fairview Ave. North, Suite 2000, Seattle, WA 98109. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Time: Approximately one week from date of award. The NCI CCR Genomics Core has provided NanoString technology services broadly to the NIH community since 2009 (45 unique CCR laboratories and 12 NIH laboratories). The nCounter Analysis System uses a novel digital technology that is based on direct multiplexed measurement of gene expression and offers high levels of sensitivity (<1 copy per cell) and precision. The technology uses molecular barcodes and single molecule imaging to detect and count hundreds of unique transcripts in a single reaction. The system is an integrated system comprised of a fully automated prep station, a digital analyzer, the CodeSet (barcodes) and all of the reagents and consumables needed to perform the analysis. The technology has become a standard for a variety of gene expression (mRNA and miRNA) and copy number variation studies. After 5 years of use, the existing core instrument has become outdated. The nCounter® Analysis System from NanoString Technologies offers a way to profile hundreds of mRNAs, microRNAs, or DNA targets simultaneously with high sensitivity and precision. Digital detection of target molecules and high levels of multiplexing eliminate the compromise between data quality and data quantity, producing gold-standard sensitivity and reproducibility for studies of hundreds of targets. NanoString's system uses molecular "barcodes" and single-molecule imaging to detect and count hundreds of unique transcripts in a single reaction. Unlike other methods, the protocol does not include any amplification steps that might introduce bias to the results. The nCounter Analysis System NCT-SYST-200 would replace an outdated model presently used in the CCR Genomics Core. The CCR Genomics Core would like to acquire the second-generation nCounter Analysis System to continue to support the gene expression workflow. The current nCounter system in the core is more than 5 years old and needs to be replaced by the newer, improved instrument to continue to support ongoing NCI gene expression profiling projects. A change in instruments will cause results to not be comparable. The new instrument will help automate the existing sample preparation, and increase the sample throughput - scan times are only 2hrs versus 4hrs. The compact newer design (2/3 width of first generation Digital Analyzer) with a small footprint is also better suited for a small core. The newer instrument also has additional improvements that will help increase reliability, reproducibility and delivery of service for NCI investigators. The purchase will include installation of the instrument and accessories, by NanoString engineers and specialists, protocol development, and professional training of Genomics Core staff on the instrument. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities or quote which will be considered by the agency. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement/quote must be received in the NCI Office of Acquisition on or before 11:00 AM EST on July 02, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
