Description
1.0 Introduction/Synopsis This Request for Information (RFI) is to locate additional sources of supply for two SINCGARS Circuit Card Assemblies (CCAs). Relevant part number information is presented below. These items are components of the Single Channel Ground and Airborne Radio System (SINCGARS) Advance System Improvement Program (ASIP) model Receiver-Transmitters, RT-1523E, RT-1523F and RT-1523G. CCA-RF, NSN 5998-01-455-9639, Part Number A3331822-1 CCA-Synthesizer, NSN 5998-01-455-9650, Part Number A3331837-1 Exelis, Inc., is the Original Equipment Manufacturer of the items and the only source that has previously supplied these items to the Government. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Respondents should note that no funding has been specifically reserved for this announcement. We are soliciting for information and planning purposes only. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DLA is not at this time seeking proposals, and any proposals submitted in response to this RFI will not be considered valid. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The Government possesses an incomplete Technical Data Package for these SINCGARS CCAs. This RFI seeks to find sources with the capability of correcting and completing the TDP, building up the test fixtures for the required acceptance test, and manufacturing the SINCGARS CCAs. First Article Testing (FAT) will be required. The Government has identified the following TDP deficiencies: a). The Automatic Test Interface that is required to conduct certain acceptance tests for the CCA-RF is not identified in the specification. b). The Test Interface that is required to conduct certain acceptance tests for the CCA-Synthesizer is proprietary to Exelis. The TDP will be provided to interested parties with the intent of responding to this notice. Contact Michelle Bontempo via email at michelle.bontempo@dla.mil to request the TDP. The Government's current Best Estimates Quantity (BEQ) is the following: CCA-RF, 5998-01-455-9639, BEQ is 750 each per year CCA-Synthesizer, 5998-01-455-9650, BEQ is 1500 each per year 3.0 Delivery Expectations Deliveries must begin 9 months after contract award to include FAT. The Government's required delivery is 250 CCAs per month thereafter. 4.0 Requested Information a). Describe your company's experience in producing and testing of SINCGAR equipment or equipment similar in complexity and technology to SINCGARS equipment, to include Form, Fit, and Function; Visual/Mechanical; Electrical Performance; Environmental; Electromagnetic Interference (EMI), Transient Electromagnetic Pulse Emanation Standard (TEMPEST); and Nuclear Survivability testing. b). Describe the qualifications of your engineering staff, who have experience in the design and production of SINCGARS equipment or equipment similar in complexity and technology to SINCGARS equipment. c). Describe your company's experience in identifying the test equipment for testing the circuit card assemblies of SINCGARS equipment or equipment similar in complexity and technology to SINCGARS equipment. d). Describe your company's experience in developing or updating a Technical Data Package. e). Describe your company's experience in managing obsolescence issues. f). Describe whether your company is maintaining a Program and Assessment Tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues. g). Describe your company's experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. h). Describe your company's experience in re-designing an existing hardware component from a technical data package to meet specified Form, Fit and Function requirements. i). Describe your company's experience in performing and completing the FAT for SINCGARS equipment or equipment similar in complexity within the specified timeframe. j). Discuss your company's capability in meeting the Government delivery requirements. 5.0 Responses Interested parties are requested to respond to this RFI with a white paper. White papers in Microsoft Word for Office 2000 or later version compatible format are due no later than 3:00pm on July 3, 2015. Responses shall be limited to 5 pages and submitted via e-mail only to michelle.bontempo@dla.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Submission of a white paper is voluntary and is not required to propose to subsequent agency announcements (if any) on this topic. Respondents are advised that DLA is under no obligation to provide feedback with respect to any information submitted under this RFI. RFI response due date is due no later than 3:00pm on July 3, 2015. 6.0 Industry Discussions Government representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.
