Solicitation No.: R15PS01109 Project Name: Elevator Repair Hoover Dam _____________________________________________________________________________ Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT). Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). 1. Agency and Contracting Activity. Bureau of Reclamation, Lower Colorado Region, Lower Colorado Dams Office, Hoover Dam 2. Name and Address of Single Source. Kone Inc. 1660 Helm Dr. Suite 900 Las Vegas, NV 89119 3. Description of Supplies/Services and Estimated Cost. Diagnose & identify the cause of the excessive vibration near the drive motor of E-6 elevator. Recommend & quote the costs of the repair. Perform recommended repair. Perform necessary tests to ensure safe operation for public use of the elevator. 4. Description of Circumstances, including why only one source is reasonably available. The E-6 Elevator is located in the Hoover Dam Parking Structure.E-6 elevator has 5 floors in the parking structure with the machine room located above the 5th floor. Access to the machine room is though a steep stairwell approximately 20ft in height. This elevator is an electric-traction type elevator manufactured my Montgomery Kone. The main drive sheave bearing has excessive vibration. There appears to be a large amount of grease that has escaped the seals on the main drive sheave in the elevator machine room. The elevator is in a condition where it was deemed unsafe for public use. Operating this equipment under such conditions could further damage the elevator as well as potentially injuring. Timely repair of this elevator is needed. Kone Elevator Company is the manufacturer of this elevator. They were the only company that returned a call for a quote on this emergency repair. Unusual and compelling urgency as covered by FAR 6.302-2. The general public relies on the use of the parking garage elevators at Hoover Dam. Delaying this work could result in accessibly issues for the handicapped parking spaces on the 2nd floor of the parking garage. The other elevator currently in service (E5) is experiencing increased loads and longer wait times for customers. This greatly degrades their experience of visiting Hoover Dam. If E5 elevator in the parking garage also experiences a fault during this time, this will have a grave impact on visitation, ADA accessibility, and potential danger to the public. Urgent repairs have been requested by the LCDO Area Manager to minimize the potential negative impacts to this elevator malfunction. This elevator is manufactured by Kone Elevator Company. The maintenance performed on this elevator is recommended to be performed in accordance with the manufacturer's recommendations with Kone approved parts. 5. Determination of Fair and Reasonable Cost. The parts and labor received by Kone Elevator Company are consistent in comparison to market research for the parts needed and for labor costs for elevator technicians in the Las Vegas Metropolitan area. 6. Description of Market Research. Kone viewed the site on 5/22/15 by Kone Elevator Company. They diagnosed the problem to be bad bearings, worm, & gear on the drive machine of E6 Elevator. Refer to Kone Quote for more information. Numerous attempts were made to contact local vendors for an opportunity to quote this emergency repair. Kone Elevator Company was the only company to respond to our request.
