Description
The US Army Contracting Command-Aberdeen Proving Ground-Natick Contracting Division (NCD), on behalf of the Naval Health Research Center intends to issue a Request for Proposals for research support of the Global Travelers' Diarrhea (GTD) study, which focuses on identifying the most prevalent causes of acute enteric infection during travel and deployment for U.S. military forces. Pathogens targeted in this study currently include norovirus, Salmonella species (spp.), Shigella spp., Campylobacter jejuni subspecies jejuni and doylei, enteroaggregative Escherichia coli (EAEC), enterohemorrhagic E. coli (EHEC), enteroinvasive E. coli (EIEC), enteropathogenic E. coli (EPEC), and enterotoxigenic E. coli (ETEC). The GTD study currently includes field sites in several geographic areas, including Thailand, Cambodia, Cairo, Peru, Kenya, and the republic of Georgia. To enhance the study, the Naval Health Research Center is seeking to include as field sites travelers' clinics and/or Enterics laboratories based in or having access to samples collected in Central America. This acquisition will provide both clinical and epidemiological data derived from human stool or rectal swab samples collected from and tested by a clinic or laboratory with access to travelers in Central America under Institutional Review Board (IRB) approved protocols. This procurement will utilize Federal Acquisition Regulation (FAR) part 35, Research and Development Contracting. The Government anticipates issuance of a cost reimbursable contract with a base period of twelve (12) months plus four (4) optional twelve-month periods for a potential of sixty (60) months. It is anticipated that this procurement will be solicited using full and open competition. The Government envisions awarding a single contract. However, the Government reserves the right to issue more than one contract, or none. If more than one contract is awarded the requirements will be divided (ratio to be determined) among successful offerors. The applicable NAICS Code is 541712 with a size standard of 500 employees. Questions concerning this acquisition may be addressed to Mr. Shawn Haubner by e-mail at shawn.p.haubner.civ@mail.mil. This announcement expires at 5:00 pm EST on 6 July 2015.
