Description
DLA Distribution has identified a continued need for distribution labor support services which will be advertised under solicitation SP3300-15-R-5009. The subject acquisition will provide a wide range of warehouse and distribution operation service requirements to support surge and non-recurring services (e.g., surge services at existing locations, at new locations, and those where a Government workforce is performing; and nonrecurring services, which may be one-time or as required services and are ordered on an "as needed" basis but not provided on a regular basis). Contractor will provide all management, personnel, supervision, facilities, materials, supplies, tools, equipment, and transportation worldwide. Work will encompass support to Distribution Center operations and other DLA Distribution or DLA initiatives for workload surges; unforeseen, unplanned workload; contingency operations, and special projects. Operations and initiatives may include but are not limited to: a. Government workforce augmentation. The Contractor may be required to work alongside a government workforce already providing mission support operations at a DLA Distribution Depot for surge workload, non-recurring or special project initiatives. b. Warehouse Support Operations. The Contractor may be required to perform warehouse and distribution requirements/operations in government and/or contractor owned warehouses, providing all management, supervision, personnel, facilities, operating materials, supplies, and material handling equipment (MHE). c. Depot contract support. The Contractor may be required to take over warehouse and distribution operations of a DLA Distribution Depot if an operating contractor is found unable to continue in the performance of the contract support requirements. d. Department of Defense contingency operations. The Contractor may be required to support CONUS/OCONUS DOD contingency operation to include but not limited to humanitarian and warfighter support operations. Support may include but is not limited to furnish all facilities, transportation, labor, MHE/equipment and supplies necessary to perform the support operations. Environmental conditions may include extremes of temperature, physiologic demand (water, mineral, salt, and heat management), and poor air quality (especially particulates), while the operating conditions may impose extremes of diet (to include fat, salt, and caloric levels), discomfort, sleep deprivation, emotional stress, and circadian disruption. e. Department of Defense exercise support. The Contractor may be required to support exercise operations of the US Government and its Allies. These exercises may include but are not limited to supporting requirements found in section C-1.1 Scope of Work. It is anticipated that this solicitation will be a cost reimbursement Indefinite-Delivery-Indefinite-Quantity (ID/IQ) single award contract. The majority of the work will be conducted under a Cost Plus Fixed Fee (CPFF) arrangement for the labor to provide the services. Support Costs and Travel/Training costs will be awarded under a cost reimbursement, no fee pricing arrangement. These CLINs will be reimbursed for actual cost incurred and include a proposed G&A or material handling rate but no fee. The estimated period of performance for this requirement consists of a five-year base period. PERIOD OF PERFORMANCE * February 9, 2016 - February 8, 2021 *includes 90 day phase-in This requirement has been offered to the Small Business Administration's 8(a) program providing for full and open competition after the exclusion of sources per the authority at FAR Part 19.805, Competitive 8(a). The policies and procedures at FAR 15, Contracting by Negotiation, will be used for the evaluation of offeror's proposals. DLA Distribution is seeking offerors to perform the above functions which will be evaluated utilizing a Lowest Price / Technically Acceptable source selection procedure. It is anticipated that contract award will be made during January 2016. The NAICS code and Size Standard are 493110 and $27.5 million, respectively.
